In spite of its importance in European Union decision making, research on the functioning of the Council is scarce. Based on empirical findings this article gives some new insights in the way Council decision making is institutionalized. The first part focusses on the characteristics of Council working groups and the different positions of actors in the decision making network. Our findings confirm the definition of the Council as a highly bureaucratized institution. Interesting is that the diversity of tasks of the (...) different actors strengthens the impact of national administrations in Council decision making. The second part explores the reasons for this impact. This article adds to the functional approach, which over-emphasizes the adaptive character of the Council, the perception of the Council as an intergovernmental component in a supranational system. This contribution deals with the consequences of European integration for the relation between civil servants and policians. Data of Belgian senior servants who are not involved in European policy networks are compared with data of Belgian officals who are in charge of European negotiations.This comparison shows firstly that officials are more central in European policy networks than in national policy networks. Politicians have only a limited and indirect access to these European networks. Secondly, the more civil servants are involved in (...) these European policy networks, the less their political alienation. Furthermore, the organisational self-esteem do not affect the communication networks among civil servants and politicians. Finally, alienation and self-esteem do not affect the communication networks among civil servants and politicians. The exposure to politics and anciennity seem to be more important predictors. Belgium is generally perceived as being one of the most fervent supporters of European integration. It is supposed that this is equally true for both, the Belgian political elite and the Belgian population. Unlike in other EU member states, no large public discussion on EU integration has taken place. Therefore, it is generally supposed that Lindberg's concept of the permissive consensus applies to the Belgians. This article aims, first, at challenging empirically the existence ofa permissive consensus in Belgium. In 1997 (...) both qualitative and quantitative data on the policy position on EU issues ofabout 130 Belgian social organisations have been collected. Content analysis ofthese positions shows that the existence ofa permissive consensus seems to be dependent on a number of variables and that a general observation of a permissive consensus has to be relaxed. Second, if permissive consensus is declining, why is it, then, that no open political controversy on European integration has emerged? In answering this, thefocus is on two explanatory variables: the resources of those that would liketo mobilise are quite limited and their opinion on European politics is rather heterogeneous and undeveloped. The Belgian Presidency is generally seen as being a success. On many difficult questions, the Belgians succeeded in forging compromises between the member states. There is a risk however, that the apparent successes of this Presidency will lead to an over-estimation of the role which a EU-president can play. Therefore, it is important to pay attention to its limits and possibilities. It can help to relativize the Belgian presidency and to improve insights into the potential role of EU-presidents within the (...) decision-making of the European Union. (shrink)

Alzheimer's disease remains the most common form of dementia. Dementia symptoms vary depending on individual personality, life experience, and social and cultural influences. As dementia progresses, involvement of multi-disciplinary health care professionals is needed to manage the disease. Alzheimer research is progressing rapidly. While 5% of all Alzheimer's disease may be genetically determined, the majority is not. Susceptibility genes can reveal the risk of contracting Alzheimer's disease. Early life risk factors such as education, nutrition, and vascular disease may increase the (...) likelihood of dementia in later life. In the United States, two acetylcholinesterase inhibitors have been approved as cognitive enhancers. Possible prevention and symptomatic treatment interventions have focused on estrogen replacement therapy, antioxidants, and anti-inflammatory medications. Research advances have improved the clinical management of dementia. Ethical implications to the patient, family, and society are multiple and remain challenging. (shrink)

This collection examines the instrumental role of intersubjectivity in Husserl's philosophy and explores the potential for developing novel ways of addressing and resolving contemporary philosophical issues on that basis. This is the first time Iso Kern offers an extensive overview of this rich field of inquiry for an English-speaking audience. Guided by his overview, the remaining articles present new approaches to a range of topics and problems that go to the heart of its core theme of intersubjectivity and methodology. Increasingly, commissioners and providers of services for people with intellectual disabilities are turning to assistive technology and telecare as a potential solution to the problem of the increased demand for services, brought about by an expanding population of people with intellectual disabilities in the context of relatively static or diminishing resources. While there are numerous potential benefits of assistive technology and telecare, both for service providers and service users, there are also a number of ethical issues. The aim of this (...) paper is to raise these issues and to set them within the ethical framework proposed by Beauchamp and Childress. Recent research on the human genome challenges the basic assumption that human races have no biological basis. In this article, we provide a theoretical synthesis that accepts the existence of genetic clusters consistent with certain racial classifications as well as the validity of the genomic research that has identified the clusters, without diminishing the social character of their context, meaning, production, or consequences. The first part of this article describes the social constructionist account of race as lacking biological reality, its (...) main shortcomings, and our proposed solution: the concept of clinal classes. The second part discusses the character of the group differences that would be consistent with clinal classes and introduces the concept of genomic individualism, which extends an emerging model for understanding biosocial causation to include the genetic effects of ancestry. The third part develops the argument for a “bounded nature” reformulation of racial constructionism that reconceptualizes racial and ethnic categorization as the social perception of ancestry. The final part summarizes the article’s contributions and outlines implications for future research. (shrink)

The English word digital (from the Latin, digitus) etymologically connects both fingers and technologies. In this special issue, we honor this dual meaning of the digital by foregrounding how living in a digital era both challenges and actualizes our senses, particularly our sense of touch. Ethnographically, the articles gathered offer intimate accounts of tactile experiences that intertwine with the digital in both direct and indirect ways. Despite ongoing—and often legitimate—anxieties about the disappearance of touch from our increasingly digitized world, our (...) special issue shows that human engagements with digital technologies are more complex. We theorize touch through a phenomenological and relational lens and as a sensory experience that is deeply shaped and reconfigured by local, sociotechnical and political-economic concerns. This special issue illuminates how attention to hands, fingers, or touch can help us understand the relationship between bodies, ethical life, social relations, selves, and subjectivities through a new lens. The digital era in which we live has led to countless online social movements, all driven by emotions. This paper builds on fieldwork that stretched over 2 years, starting March 2020 as Norway went into lockdown due to COVID‐19. Emotions as experienced online seem to differ from those that are materially embodied or physically present among the studies' 25 young adults. Through two young women, this paper explores reflections on slow writing, holding a letter in their hands, in juxtaposition to (...) fast scrolling on their phones, receiving and sending messages and pictures. In the meetings between their hands and paper, their hands, and their phone screens, they sense time and experience emotions through touch and imaginaries. Amelia and Embla connect mind, body, and senses, as they share their understanding of touching what others have made by hand, imagining the thought behind the embodied materiality. (shrink)

Previous research showed that story illustrations fail to enhance young preschoolers' memories when they accompany a pre-recorded story (e.g., Greenhoot and Semb, 2008 ). In this study we tested whether young children might benefit from illustrations in a more interactive story-reading context. For instance, illustrations might influence parent-child reading interactions, and thus children's story comprehension and recall. Twenty-six 3.5- to 4.5-year-olds and their primary caregivers were randomly assigned to an Illustrated or Non-Illustrated story-reading condition, and parents were instructed to “read (...) or tell the story” as they normally would read with their child. Children recalled the story after a distracter and again after 1 week. Analyses of the story-reading interactions showed that the illustrations prompted more interactive story reading and more parent and child behaviors known to predict improved literacy outcomes. Furthermore, in the first memory interview, children in the Illustrated condition recalled more story events than those in the Non-Illustrated condition. Story reading measures predicted recall, but did not completely account for picture effects. These results suggest that illustrations enhance young preschoolers' story recall in an interactive story reading context, perhaps because the joint attention established in this context supports children's processing of the illustrations. The discussion of the recently derived quantum Hamilton equations for a spinning particle is extended to spin measurement in a Stern–Gerlach experiment. We show that this theory predicts a continuously changing orientation of the particles magnetic moment over the course of its motion across the Stern–Gerlach apparatus. The final measurement results agree with experiment and with predictions of the Pauli equation. Furthermore, the Einstein–Podolsky–Rosen–Bohm thought experiment is investigated, and the violation of Bells’s inequalities is reproduced within this stochastic mechanics approach. (...) The origin of the violation of Bell’s inequalities is traced to the the non-local nature of the velocity fields for an entangled state in the stochastic formalism, which is a result of a non-separable probability distribution of the considered particles. This chapter examines the transformative impact of the #MeToo movement on Danish feminism, highlighting a significant shift from the initial subdued response in 2017 to a robust and widespread mobilization from 2020 onwards. The chapter explores the evolution of feminist activism in Denmark, focusing on how the #MeToo movement catalyzed unprecedented collaboration across various sectors and brought gender equality issues to the forefront of public and political discourse. Key developments include the introduction of a consent-based rape law in 2021 and (...) increased awareness and legislative action against sexual harassment. The chapter also discusses the diversity within the Danish feminist movement, encompassing women’s organizations, LGBTQ+ activists, trade unions, and new grassroots initiatives, and examines the challenges posed by the rise of antifeminism. Through this analysis, the chapter underscores the profound and lasting influence of the #MeToo movement on Danish society and feminist activism. (shrink)

The efficacy of genuine human connection—whether it takes the form of creative action or of decent human relations—in containing and civilizing force is an idea that informs the novel's conception of what constitutes and ensures civilized life. Forster regarded propriety and convention as expressions of force and so applauded any assault on conventional feeling as an act of moral heroism. L'Essai sur le goût dans les choses de la nature et de l'art de Montesquieu forme une partie de l'article "Goût", paru dans le tome VII de l'Encyclopédie en 1757 de façon posthume et à l'état inachevé. Cet article est lui-même composé d'un article dû à Voltaire, puis du "fragment sur le (...) goût" de Montesquieu, comme l'appellent Diderot et d'Alembert.
