The process of democratic consolidation in Mexico has not resolved the issues of trust in public institutions due to the lack of mechanisms to implement public policies related to transparency and accountability. Municipal governments have struggled to meet transparency and accountability obligations due to the heterogeneity in their demographic, economic, cultural, and institutional composition. In the case of Sonora, most municipalities have faced difficulties in fulfilling these basic information obligations on their portals and assuming responsibility for the management of resources. The aim of this study is to explain the main factors that have hindered the fulfillment of these transparency and accountability obligations in the municipalities of the state of Sonora and to analyze the institutional instruments involved. This research reveals findings on the relationship between transparency and accountability policies and the municipal institutional design, and how the latter has represented an obstacle for the efficient implementation of these policies in Sonora’s municipalities. In the F. Nietzsche lectures on ancient rhythmic, rhythm is studied from a philological point of view as it can be experienced in words and texts, and from an anthropological point of view, because of its action, which is recognized at the source of religious, social and civic phenomena. The relation between these two approaches will be clarified, if we consider that the question of rhythm is, according to Nietzsche, first of all a question about the meaning of the form (...) (in Aristotelian sense) and of the norm (of normativity), or better still, about the convention and its relation to nature. Rhythm is form with normative character, which is able to inform the matter, both conceived as poetry and music, and also as the soul, character and habits of men. (shrink)

Nietzsche and the Homeric Question. A confrontation by way of detour. In this article I will take a brief look into the complex source network of Nietzsche’s Philologica, which allows us to assess Nietzsche’s engagement with the famous Homeric question. I will focus on Nietzsche’s critique of Friedrich August Wolf. Nietzsche emphasized the blind spots in Wolf’s interpretation of the Homeric Poems showing the friction between a preconceived idea of the work of composition shaped by writing on the one hand (...) and the recognition of the real potential of an oral culture on the other. For this, Nietzsche needed a rather unusual critical tool: the book of a young philologist from Copenhagen, Frederick Nutzhorn. Nutzhorn’s critical commentary on Wolf’s Prolegomena of 1869 may be immature in some respects, but this does not substantially detract from the recognition of its cleverness and brilliance. (shrink)

Alongside his work as a professor of Greek Language and Literature at the University of Basel, Friedrich Nietzsche reflected on the value of classical studies in contemporary nineteenth-century society, starting with a self-analysis of his own classical training and position as a philologist and teacher. Contrary to his well-known aversion to classical philology, a science conceived as being an end in itself, aimed at mere erudite complacency, I highlight Nietzsche’s defence of the system of Classical studies, and of the education (...) of young people through the works of the ancient Greek and Roman period. Such an apology ‘redeems’, in a sense, the discipline, and justifies its role and continued relevance in our present-day society. (shrink)

Our research addresses the issue of teaching and learning concepts in science education as an empirical question. We study the process of conceptualization by closely examining the unfolding of classroom lesson sequences. We situate our work within the practice turn line of research on epistemic practices in science education. We also adopt a practice turn approach when it comes to the learning of concepts, as we consider conceptualization as being inherent within epistemic practices. In our work, pedagogical practices are modeled (...) as learning games and epistemic practices in science education are characterized as enacted epistemic games emerging through the unfolding of learning games. Science practices are modeled as source epistemic games since they are the source of the knowledge at stake in pedagogical practices. From this point, we examine closely how playing learning games can enable students to play enacted epistemic games and then in turn the source epistemic games at the core of conceptual understanding. Thus, the main contribution of this paper is to link pedagogical practices to epistemic practices in science education and to science practices in general. Our method is consistent with this epistemological framework as our case study on the concept of earthquakes in a 5th grade classroom sequence illustrates. Following an investigation of two experienced teachers and their classes during a teaching unit, our analysis shows how teaching effectiveness is determined by a dialectic. This entails on the one hand a didactic continuity between learning games and enacted epistemic games and, on the other, an epistemic continuity between enacted epistemic games and source epistemic games. Malwida von Meysenbug was among the most faithful of Nietzsche’s companions on his untimely journey through life. A student of the human soul, a theorist of self-improvement, a pedagogue animated by a strong social afflatus, dedicated to the betterment of the least, and among them women, Malwida von Meysenbug earned a place in the history of Western culture independently of her long friendship with Nietzsche. The life trajectory of this ‘idealist’ of iron rigour and intellectual honesty spans almost a century (...) of political, social and cultural revolutions, in which her figure is anything but peripheral. Close not only to Nietzsche, but to leading figures of the century, from Wagner to Mazzini, from Garibaldi to the anarchist Herzen, Malwida is a Person in the truest sense of this term. ‘Voilà un homme’ one might say of her, if it were not odd to refer to the theorist of the ‘superior woman’ in this way. In this article, an attempt will be made to account for the originality of Malwida von Meysenbug’s thought and to highlight the influence, not only human but above all intellectual, that she had on Nietzsche’s thought. The lectures on classical philology that Friedrich Nietzsche delivered in Basel between 1869 and 1879 constitute an extraordinarily promising new field of study that has opened up in recent years to Nietzsche scholars. In this article I intend to offer a novel reconstruction of Greek culture as it emerges from Nietzsche's Lectures on the History of Greek Literature. In a pioneering manner with respect to his time, Nietzsche identifies the dimension of orality, of the spoken word, as the salient character (...) of Greek culture, and he sets it against contemporary culture and education, which are based on writing and learning from books. My purpose is to show how Nietzsche's cultural critique acts, taking its cue from an ancient and obsolete culture to highlight the weaknesses and contradictions of his contemporary culture. (shrink)

There is no denying Warburg’s enthusiasm for Nietzsche. But how crucial is the figure of Nietzsche to his intellectual horizon? To determine this, I follow E. H. Gombrich’s example. An essential part of Gombrich’s work on the intellectual biography of the founder of the Library for Cultural Science (Gombrich 1970) was to immerse himself in Warburg’s “external memory”: in his so-called ‘slip box’ or ‘card index’ [Zettelkasten]. If one looks into the many sections and individual cards of this card box (...) - which opens up a true labyrinth of bibliographical references, scattered notes and excerpts that should serve as a tool for orientation in the encyclopedic knowledge of his time and are the systematic basis for his famous library - only one name from the philosophical tradition really comes to the fore out of the tangle of references: the name Friedrich Nietzsche. Nos últimos anos a obra do filósofo alemão Wilhelm Dilthey (1833-1911) tem sido mais divulgada no Brasil, graças à publicação de algumas traduções, de maneira inédita em português brasileiro.O ano de 2010 é o marco inicial desse processo de divulgação no Brasil, quando foram publicadas por aqui três traduções de Dilthey. Foi publicada nesse ano a tradução de Einleitung in die Geisteswissenschaften (original publicado em 1883), sob o título Introdução às Ciências Humanas (KAHLMEYER-MERTENS, 2012), cuja publicação foi levada a cabo (...) pela Editora Forense; a tradução de Der Aufbau der geschichtlichen Welt in den Geisteswissenschaften (original publicado em 1910), sob o título A Construção do Mundo Histórico nas Ciências Humanas (KAHLMEYER-MERTENS, 2011), pela Editora Unesp - ambas da autoria de Marco Antônio Casa Nova -, e, nesse mesmo ano, foi publicado pela Edusp um grosso volume contendo dezessete textos seminais de Dilthey, pela lavra de Maria de Nazaré Camargo Pacheco Amaral e Alfred Josef Keller, sob o título Filosofia e Educação: textos selecionados (KAHLMEYER-MERTENS, 2012a; SILVA, 2012). After the Second World War, German intellectuals who opposed the Nazi regime, faced a crisis of consciousness. They were concerned with a critical analysis, which involved every aspect and even the very essence of their culture. In this contribution, I will turn my attention to some segments of this debate on myth, irrationality and nihilism within the field of classical scholarship and history of religions, approaching as samples the correspondence of three scholars, who are representative for three generations before, during (...) and after WWII: the Nobel Prize winner Thomas Mann, the Hungarian mythologist Karolyi Kerényi and the Italian mythologist Furio Jesi, theorist and critic of the right-wing culture. In the work and reflection of all these authors, Friedrich Nietzsche will play a key role. (shrink)

Infants, children and adolescents with life-limiting and life-threatening disease need long-term care that may change according to disease’s natural history. With the primary goal of quality of life, the psychologist of pediatric palliative care network deals with a large variety of issues. Little consideration has been given to the variety of intervention areas of psychology in PPC that concern the whole life span of the patient and family. The PPC network is composed by a multidisciplinary team of palliative care specialists (...) that intervenes at home, in the hospital and in every place where the patient is living. The network coordinates different public health services to respond to clinical, psychosocial and spiritual needs. In these scenarios, the psychological need is not a single event but a moment inserted in the complexity of the child’s needs. This retrospective monocentric project consists of an analysis of characteristics of psychological interventions in our PPC service. The time frame taken into consideration is 2019–2020, analyzing the clinical records of 186 patients of Pediatric Palliative Care and Pain Service of Veneto Region. The areas that emerged in the analysis show how the intervention of the psychologist in PPC does not concern only end-of-life, but a series of topics that are significant for the family to guarantee psycho-social wellbeing oriented toward the best quality of life. In conclusion, these different topics highlight the complexity of the child and family experience. This variety must be taken into consideration, the psychologist must increase holistic support with a dedicated skills curriculum. (shrink)

Nature and History. Paradigms for the Study of Greek Literature. In the context of Nietzsche’s early reflection on history we will investigate some of the models put in place by the philosopher to account for the development of culturalhistorical phenomena, history, language, and in particular literature. Nietzsche left us several notes for the preparation of a study on the History of Literature in these years. But, they are also the years in which he collected materials for an unfinished dissertation for (...) obtaining the title of Doctor, entitled On the Concept of the Organic since Kant, or On Teleology. The metaphor of the living organism to explain the internal processes of growth and decline that preside over the development of historical and cultural phenomena would indeed seem to have exerted a strong attraction in the young philosopher. Even this experiment, however, would not escape the author’s careful self-criticism. In the very conception of the growth and decline of organisms, it is indeed difficult not to recognize the interference of value judgments, which when applied to the sphere of literary criticism become confused with the aesthetic and historical-critical judgments that assign scores to history. Purpose The purpose of this paper is to present a systematic literature review of empirical studies into online platforms for political participation. The objective was to diagnose the relationship between different types of digital participatory platforms, the real possibilities of participation generated by those initiatives and the impact of such participation on the decision-making process of governmental representatives. Design/methodology/approach A systematic literature review was conducted using pre-defined terms, expressions and criteria. A total of 434 articles from 1995 to 2015 were (...) gathered from the Web of Science database. And, 32 studies were selected from those articles for meta-synthesis, and the cases investigated were evaluated according to the e-participation ladder model (Smyth, 2001). Findings The results indicated that online political participation worldwide remains timid both in quantity and quality. We have witnessed the growth of a kind of “rhetorical participation” promoted by policy-makers and the rise of a “participatory despotism”, in which only the privileged partake, while the majority remains silent. Practical implications The solutions found to promote increased participation and ensure its effectiveness ranged from shaping the platform design in accordance with citizens’ capacities and interests to a need for profound political–administrative change, which includes the world’s public agencies adopting a more transparent, inclusive and collaborative approach to decision-making. Originality/value This paper proposes a systematic review, mapping the studies on online platforms for political participation, analysing the questions, methods and conclusions found by the authors and evaluating each case study with a participation ladder. ABSTRACTGeography must be conceived in relation to man. It is not merely a description of the Earth, rather it accounts for the history of man’s relationship with it, of man’s movements on its surface, and his transformative impact on the world. From this perspective, Friedrich Ratzel was extraordinarily innovative respect to other nineteenth century scholars. That said, however, his revolutionary approach actually relied on an ancient foundation. To understand the basis of Ratzel’s anthropogeographical project it is vital to return to (...) a Greek concept that, over the centuries, has been variously resemantized: the concept of the oecumene. In his understanding of the oecumene, the entire breadth of humanity is conceived in historical and geographical relation to the world around it. Ratzel’s anthropogeography aspires to an all-encompassing understanding of man. In fact, it allows us to reconstruct the coordinates of time and space through which man has developed as a being capable of culture. The Earth, according to Ratzel, transcends its eminently geophysical connotations and becomes more similar to the ancient oecumene. It is, once more, the abode of man; it is that which he knows and recognizes, that to which he gives a name. (shrink)

Grécia pode ser interpretada de diferentes maneiras na obra de Nietzsche. Mas todos podemos talvez concordar que, para Nietzsche, o mundo grego é uma ferramenta de valor crítico insuperável. Eles são testemunhas da diferença que os separa de nós. Eles são uma alternativa cultural inalcançável e inalcançada, para a qual é permitido orientar-nos, (...) mas da qual, frequentemente e mais facilmente, podemos nos separar. Nietzsche serve-se do mundo grego a fim de aprofundar a crise da cega confiança etnocêntrica do homem moderno. Como historiador e filólogo, Nietzsche usa a literatura grega para lutar contra o absolutismo científico do mundo moderno. Sua crítica almeja falsificar as categorias científicas modernas, prosseguindo com um estudo genealógico que deve “transvalorar” as bases da cultura ocidental moderna.When we think of Greece, the “Place of Desire” of the German, and especially of the relation between Nietzsche and Greece, many things could indeed come to our attention. Greece could be interpreted in many different ways in Nietzsche’s work. Although we can all agree that, to Nietzsche, the Greek world is a tool of insurmountable critical value. They are spectators of the difference that separates them from us. They are an unattainable and unattained cultural alternative, which allows us to orient ourselves, although from which, frequently and most easily, we can draw apart from. Nietzsche uses the Greek world in order to deepen the blind ethnocentric confidence crisis of modern man. As a Historian and Philologist, Nietzsche uses Greek literature to fight against scientific absolutism of modern world. His criticism aims to falsify the modern scientific categories, proceeding with a genealogical study, which should “transvaluate” the basis of the modern western society. (shrink)

This contribution discusses Schleiermacher’s aesthetics, specifically the dynamics of the production of archetypes through the mediation of Besinnung. The intellectual production of a “second” artificial, stable, and lasting Erregung detached from any previous and further external input makes the artistic experience a circular one, a cognitive process immanent to the internal sense of human being. Reading Schleiermacher from this perspective prompts one to address some divergent (and erroneously labeled) “irrationalist” theories of art: those of Aby Warburg and Leo Frobenius. My (...) aim is to demonstrate that the formation process of Warburg’s Pathosformel and Frobenius’s paideumatic images corresponds to Schleiermacher’s process of Urbildung, the formation process of the archetypes. Warburg and Frobenius do not - as is often assumed - let the passions (pathos) into art. On the contrary. As Schleiermacher’s archetypes are not passions, do not generate passions, or even merely represent them, so Warburg’s Pathosformeln and Frobenius’s paideumatic images correspond to the internal representation of emotions: not fear, therefore, but the image of fear - or better said, the intuitive image of “being afraid.”. The paper highlights the importance of Hegel’s years in Frankfurt for the later development of the theme of the Objektivität des Gedankens in his philosophy. The main theoretical issues and the results of Hegel’s inquiry lead him to decide for a deep revision of the notion of Denken. The genesis of his decision becomes evident from the comparison between Hegel’s fragment Glauben und Sein and Hölderlin’s fragment Urteil und Sein. On the basis of a similar need to overcome the transcendental (...) perspective, both texts formulate the thesis of “being as union”. The analysis of these fragments shows that, even if Hegel and Hölderlin adopt a similar conception of being, they take this conception as the basis for two different philosophical approaches. The first is logic and rational, the second is existential and practical. (shrink)

Bereits bevor die Forschung wissenschaftliche und philologische Ansätze etablierte, stieg Nietzsches Philosophie zu einem der wichtigsten kulturellen Phänomene des Jahrhunderts auf. Wichtige internationale Forscher*innen zeigen die Wirkung von Nietzsches Philosophie und Kulturkritik auf die Hauptfiguren der Geistes- und Sozialwissenschaften und auf die künstlichen und kulturellen Avantgarden und Sozialbewegungen zwischen den 1890er und den 1930er Jahren auf. Der Überblick über die damalige weltweite Verbreitung von Nietzsches illustriert, was an diesen vielfältigen und reichhaltigen Zugängen zu Nietzsches Denken originell, gültig und potenziell produktiv (...) war, identifiziert aber auch die Quellen der bis heute andauernden Vorurteile gegenüber Nietzsches Philosophie. This paper offers a critique of Martha Nussbaum’s description of the capability approach, and offers an alternative. I will argue that Nussbaum’s characterization of the capability approach is flawed, in two ways. First, she unduly limits the capability to two strands of work, thereby ignoring important other capabilitarian scholarship. Second, she argues that there are five essential elements that all capability theories meet; yet upon closer analysis three of them are not really essential to the capability approach. I also offer (...) an alternative description of the capability approach, which is called the cartwheel view of the capability approach. This view is at the same time radically multidisciplinary yet also contains a foundationally robust core among its various usages, and is therefore much better able to make the case that the capability approach can be developed in a very wide range of more specific normative theories. Finally, the cartwheel view is used to argue against Nussbaum's claim that all capabilitarian political theory needs to be politically liberal. (shrink)

In this article, Ingrid Andersson discusses the decolonial philosophy of Sylvia Wynter, with a special focus on addressing her concepts of the hybrid human and origin stories. Andersson shows how Wynter's philosophizing about the being of being human is premised on an entanglement of nature and culture that is on par with the posthuman understanding of the ontological inseparability of matter and discourse. She goes on to interrogate some productive tensions between Wynter's decolonial philosophy and posthumanism by pointing out (...) how Wynter's hybrid human formulates an understanding of human nature that is different in itself and not solely in relation to other nonhuman entities. In the final part of the article, she proposes how we, with Wynter, can devise a pedagogical approach that seeks to counteract harmful taxonomizing practices. (shrink)

This article analyses the general ethical milieu in a nursing home for elderly residents and provides a decision-making model for analysing the ethical situations that arise. It considers what it means for the residents to live together and for the staff to be in ethically problematic situations when caring for residents. An interpretative phenomenological approach and Sandman’s ethical model proved useful for this purpose. Systematic observations were carried out and interpretation of the general ethical milieu was summarized as ‘being in (...) the same world without meeting’. Two themes and four subthemes emerged from the analysis. Three different ethical problems were analysed. The outcome of using the decision-making model highlighted the discrepancy between the solutions used and well-founded solutions to these problems. An important conclusion that emerged from this study was the need for a structured tool for reflection. (shrink)

This article addresses the question whether a basic income will be a just social policy for women. The implementation of a basic income will have different effects for different groups of women, some of them clearly positive, some of them negative. The real issues that concern feminist critics of a basic income are the gender-related constraints on choices and the current gender division of labour, which are arguably both playing at the disadvantage of women. It is argued that those issues (...) are not adequately addressed by a basic income proposal alone, and therefore basic income has to be part of a larger packet of social policy measures if it wants to maximise real freedom for all. In this article, a teleological model for analysis of everyday ethical situations in dementia care is used to analyse and clarify perennial ethical problems in nursing home care for persons with dementia. This is done with the aim of describing how such a model could be useful in a concrete care context. The model was developed by Sandman and is based on four aspects: the goal; ethical side-constraints to what can be done to realize such a goal; structural constraints; and (...) nurses’ ethical competency. The model contains the following main steps: identifying and describing the normative situation; identifying and describing the different possible alternatives; assessing and evaluating the different alternatives; and deciding on, implementing and evaluating the chosen alternative. Three ethically difficult situations from dementia care were used for the application of the model. The model proved useful for the analysis of nurses’ everyday ethical dilemmas and will be further explored to evaluate how well it can serve as a tool to identify and handle problems that arise in nursing care. Background: According to ethical guidelines, healthcare professionals should be able to provide care that allows for the patients’ values, customs and beliefs, and the existential issues that are communicated through them. One widely discussed issue is existential loneliness. However, much of the debate dealing with existential loneliness concludes that both the phenomenon and the concept are quite vague. Aim: To clarify what constitutes existential loneliness, and to describe its lived experiences. A further aim was to provide a definition of existential (...) loneliness that can function as a tool for identifying the phenomenon and for differentiating it from other kinds of loneliness. Method: A literature review including theoretical and empirical studies. Different search strategies were used to gather the articles included in the study. The analysis of the empirical studies had an interpretative approach. The articles were also analysed with the aim of providing a definition of existential loneliness. This was done by means of criteria such as language, uniqueness, theory and usefulness. This study is not empirical and does therefore not require an ethics review. Results: The analysis resulted in two main characteristics. The first one was perceiving oneself as inherently separated (disconnected) from others and from the universe. The second one brings out emotional aspects of EL, such as isolation, alienation, emptiness and a feeling of being abandoned. The empirical findings were divided into two categories: experiences of EL and circumstances in which EL arises. A definition of EL is also suggested, based on the two main characteristics identified. Conclusion: In order to meet patients’ needs, it is an ethical duty for healthcare staff to be able to recognise experiences of EL, that is, to communicate with the patients about these experiences in an appropriate manner. This in turn demands knowledge about existential issues and skills to deal with them. (shrink)
