Previous studies support the link of parental acculturation to their children’s academic achievement, identity, and family relations. Prior research also suggests that parental language proficiency is associated with children’s vocabulary knowledge. However, few studies have examined the links of parental acculturation to young children’s oral language abilities. As preschool oral language skills have been shown to predict future academic achievement, it is critical to understand the relations between parental acculturation and bilingual abilities with young immigrant children. Furthermore, few studies have (...) examined the links between parental acculturation and children’s bilingual ability among different immigrant groups who live in the same areas to understand possible similarities and differences. To address these gaps, this study examines these relations in two of the largest and fastest-growing immigrant populations in the United States, Chinese American and Mexican American families. A total of 119 dual language learners enrolled in Head Start programs in Northern California were recruited. DLLs were assessed on oral language measures in both their heritage language and English. Parental interviews were conducted to obtain parental acculturation and language proficiency. Results showed no significant group differences between Chinese American and Mexican American parents on the majority of their acculturation dimensions. Furthermore, there were no significant group differences in the bilingual abilities between Chinese American and Mexican American DLLs. Cluster analysis identified four groups of DLLs based on their bilingual ability: high language ability in both English and HL, low language ability in both, English-dominant, and HL-dominant. Results suggest that parental acculturation levels are more similar than different among the four groups. On average, parents in all four groups had stronger ties to their heritage culture and HL than to the American culture. Results also showed links between parental cultural identities and children’s language dominance. Parents of English-dominant children had significantly higher levels of American identity than the parents of children with high ability in both languages. Implications are discussed. (shrink)

Biological sex should be “acknowledged” and “accepted”—but which responses to gender dysphoria might this preclude? Trans-identified people may factually acknowledge their biological sex and regard transition as purely palliative. While generally some level of self-deception and even a high level of nonlying deception of others are sometimes justified, biological sex is important, and there is a nontrivial onus against even palliative, nonsexually motivated cross-dressing. The onus is higher against co-opting the body, even in a minor and/or reversible way, to make (...) a false communication concerning one’s sex. Hardest to defend is the destruction of sexual–reproductive functions and causally downstream functions such as lactation: due to the transcendent nature of sexual–reproductive functions, an appeal to the “principle of totality” here is misplaced. This is not to say that social, and milder medical, transition is absolutely excluded even for severe unmanageable dysphoria, nor that subsequent to any transition, detransition is necessarily required. People often assume that everyone can be divided by sex/gender (that is, by physical and social characteristics having to do with maleness and femaleness) into two tidy categories: male and female. Careful thought, however, leads us to reject that simple ‘binary’ picture, since not all people fall precisely into one group or the other. But if we do not think of sex/gender in terms of those two categories, how else might we think of it? Here I consider four distinct models; (...) each model correctly captures some features of sex/gender, and so each is appropriate in some contexts. But the first three models are inadequate when tough questions arise, like whether trans women should be admitted as students at a women’s college or when it is appropriate for intersex athletes to compete in women’s athletic events. (‘Trans’ refers to the wide range of people who have an atypical gender identity for someone of their birth-assigned sex, and ‘intersex’ refers to people whose bodies naturally develop with markedly different physical sex characteristics than are paradigmatic of either men or women.) Such questions of inclusion and exclusion matter enormously to the people whose lives are affected by them, but ordinary notions of sex/gender offer few answers. This chapter seeks to highlight some of the ways that feminist narratology has failed to fully embrace queer approaches to gender by remaining too binary, and to offer a more complex, nuanced consideration of queer identity within texts to enlarge the scope of queer and feminist understandings of gender. I will focus first on nonbinary identity within texts and then foster a broader understanding of queer poetics by looking closely at queer voice and queering performative narrativity. In recent years, calls have been made to address the relative dearth of qualitative sociological investigation into the sensory dimensions of embodiment, including within physical cultures. This article contributes to a small, innovative and developing literature utilizing sociological phenomenology to examine sensuous embodiment. Drawing upon data from three research projects, here we explore some of the ‘sensuousities’ of ‘intense embodiment’ experiences as a distance-running-woman and a boxing-woman, respectively. Our analysis addresses the relatively unexplored haptic senses, particularly the ‘touch’ of heat. (...) Heat has been argued to constitute a specific sensory mode, a trans-boundary sense. Our findings suggest that ‘lived’ heat, in our own physical-cultural experiences, has highly proprioceptive elements and is experienced as both a form of touch and as a distinct perceptual mode, dependent upon context. She questions how the estrangement of naming operates for those whose bodies are not normatively gendered, racialized, and sexualized in relation to dominant forms of representation and power and explores concerns with and for queer, trans, decolonial, and feminist aesthetics. Throughout, she encourages us to think of the strangeness of language in relation to an ethics and an erotics of radical sympathy with the stranger because it is in the “continuous movement and continual transformation” (13) of naming, and categories of naming, that an emancipatory ethics can be found. This paper anticipates a peril involved in Catholic writing on trans issues, which I call perlocutionary dominion: the empowerment of cisgender voices, and disempowerment of transgender voices within our theological communities through perlocutionary acts. It finds an example of this peril in Helen Watt's paper, ‘Gender Transition: The Moral Meaning of Bodily and Social Presentation’, focusing specifically on the use of negative themes; as well as the less obvious, positive-affective feature of gestures of care. It then looks to Pope (...) Francis's ‘four principles’ in Evangelii gaudium as the basis for a methodological principle that can help to avoid it. It argues that Francis's principles exhort us towards a project of community building that embraces alterity and invites critical engagement with our own convictions, while reflecting honestly on how our speech shapes that community in ways beyond their constative function. It concludes by suggesting the principle, ‘Everything About Us, For Us’, which encapsulates the kinds of behaviours required by this project. (shrink)

Good people often die badly, and, sometimes, bad people die well. Both are true for complex reasons. We worry that the tropic formulation trades on a simplistic anthropology that belies the complexities of how persons operate in the world. In this essay, we are interested in these complexities and a better theological acknowledgement of them, not least because the fantasy of the good death ill prepares one for real death. We argue that valorizing pious religious death and profane ugly death (...) loses sight of these complexities, which we think should comprise any account Christians give about what persons are and are in their dying—an account that often goes by the name “theological anthropology.” It is the simplistic theological anthropology more than the tropic formulation—the anthropology the trope smuggles in—that concerns us. Our argument proceeds by first examining the fantasy of the good death, measuring it against a historical record with an examination of the Ars Moriendi tradition, and then thinking more broadly about what motivates it. Along the way, we consider a recent film, The Farewell, where good-death fantasies comically run up against death’s reality and where goodness, truth, and beauty show up anyhow. (shrink)

Building on a previous piece that harnessed both the handbook that Saint Ignatius of Loyola (1548/ 1991 ) authored to guide his work – the _Spiritual Exercises_ – and the account of his own transformation experience captured in the _Autobiography_ – to appropriate the dynamics of Ignatius’ _Spiritual Exercises_ into a series of life-affirming questions and delineate his transformation into four phases (Carey and Tran 2023 ), this essay continues our exploratory inquiry. Following a brief overview of the contemporary (...) organizational leadership context, our article positions Ignatius’ insights on transformation within the transformational leadership discourse and considers his contribution to the professional formation of business leaders. Our study concludes with qualitative examples of how insights from St. Ignatius’ conversion process has encouraged online graduate students of organizational leadership in their quest to transition from profession to purpose. To further fuse theory and practice, the student reflections are categorized according to the Ignatian-inspired questions that inaugurated our theoretical inquiry and guides our pedagogical practice as organizational leadership educators. We present our method for tackling a legal case retrieval task by introducing our method of encoding documents by summarizing them into continuous vector space via our phrase scoring framework utilizing deep neural networks. On the other hand, we explore the benefits from combining lexical features and latent features generated with neural networks. Our experiments show that lexical features and latent features generated with neural networks complement each other to improve the retrieval system performance. Furthermore, our experimental results suggest the (...) importance of case summarization in different aspects: using provided summaries and performing encoded summarization. Purpose Citizen engagement (CE) in public policy is increasingly considered to be an important feature of governance worldwide. The aim of this study is to explore the impact of e-government usage (EGU) on citizens’ engagement. In addition, the study investigates the mediating effect of government reputation (GR) and the moderating role of digital divide (DD) in EGU and citizens' engagement relationship. Design/methodology/approach Data were collected from 938 respondents in Vietnam with a random method. This study used the partial least squares (...) – structural equation modeling method to examine hypotheses. Findings The results show that e-government and GR are critical determinants of CE. Furthermore, GR plays a mediating role in the relationship between e-government and CE. The results also show how DD moderates this nexus. Practical implications The findings of this study provide valuable evidence and implications. Public officials must improve the GR and administrative capacity as the determination for the CE. Moreover, the government should continually carry out policies to reduce the DD. Originality/value By investigating the mediating and moderating effects of GR and DD, this study has significantly contributed to advancing the body knowledge of e-government. (shrink)

This essay reads W. E. B. Du Bois’s Black Reconstruction and Óscar Romero’s third pastoral letter, The Church and Popular Political Organizations, as offering a liberation-driven and Gospel-minded account of coalitional solidarity. After tracing Du Bois’s analysis of the “public and psychological wage” of racial capitalism and its divide-and-conquer strategy, the authors turn to how democracy for Du Bois involves a double maneuver of looking up from concrete reality to look out for coalitional solidarity. The authors also find a similar (...) double maneuver in the teaching and ministry of the martyred archbishop, St. Óscar Romero. They then examine convergences between Du Bois’s Black Marxism and Romero’s Catholic social teaching, as well as important divergences. Pride expressions draw attention to one’s achievement, and therefore can enhance one’s status. However, such attention has been linked to negative interpersonal consequences (i.e. envy). Fortunately, people have been found to regulate their pride expressions accordingly. Specifically, pride expressions are lower when the domain of the achievement is of high relevance to observers. We set out to replicate this effect in a non-Western sample. Additionally, we extended the current finding by investigating the moderating role of self-monitoring, an individual’s ability and (...) willingness to adjust their behaviours under different social contexts to cultivate status. This allows us to explore the previously assumed underlying status motive in regulating pride expressions. Data from two preregistered studies (N1 = 913; N2 = 1081) replicated the effect that pride expressions are inhibited when the achievement domain is relevant. A significant main effect of self-monitoring was found, such that high self-monitors express more pride than low self-monitors, consistent with the conceptualisation of self-monitoring as rooted within a status-enhancement motive. The assumed interaction effect between domain relevance and self-monitoring was not significant. Our findings suggest that the effect of domain relevance on pride expression is robust and status driven. (shrink)

What does it mean to be vulnerable in a pandemic? COVID-19 and its complex ramifications have challenged policymakers and researchers worldwide to redefine and reassess vulnerability. This paper presents experiences of being vulnerable during the pandemic among communities in Indonesia, Nepal and Vietnam. From November 2020 to April 2021, we conducted qualitative research with communities in 13 locations including Jakarta, Bandung and Sumba in Indonesia; Morang & Sunsari, Kathmandu, Bhaktapur, Sindulpalchowk, Lower Mustang and Kapilvastu in Nepal; and Hanoi, Ho Chi (...) Minh City, Nam Dinh and Dak Lak in Vietnam. We held discussions with key informants from local communities and healthcare systems to explore local ideas of vulnerability. Based on these discussions and findings from our media monitoring at all study locations, community members at high risk of adverse impacts from the pandemic were identified. Participants were purposively sampled to represent a range of age groups, occupations and levels of exposure to COVID-19 in the community and enrolled in semi-structured in-depth interviews about their experiences with the pandemic and public health responses. We analyzed and framed the results using Luna’s metaphor of “vulnerability layers”. In total we held discussions with 16 key informants from local communities and healthcare systems and collected 93 in-depth interviews with community participants. Using the “vulnerability layers” metaphor, we describe how stimulus conditions, namely stringent public health responses to COVID-19, may aggravate vulnerabilities a person already experiences or create new vulnerability experiences (for example, stigmatized status). A vulnerable experience can be exacerbated by the layering of multiple vulnerabilities or their cascade effects; on the other hand, it can be mediated by personal or collective protective factors. Our findings also demonstrate the role of context, including local disease control approaches and sociocultural attitudes and norms, in both the activation of and protection against vulnerability. Vulnerability assessments should take into account potential stimulus conditions (including public health responses) and local complexities rather than relying on groupings of impacted people. An understanding of the local context is also essential to improve the uptake and effectiveness of public health measures. (shrink)

In this essay I argue that Christian political participation as envisioned by those I term “Augustinian democrats”—a group of Protestant ethicists following a path cleared by Jeffrey Stout’s 2004 Democracy and Tradition—is founded upon an elegantly rendered political ontology, but leaves incomplete a description of the practical task and place of the church. My contention is that this incompletely developed practical task is not accidental to the manner in which these Augustinians complete the speculative, ontological task. The completion of the (...) speculative task combined with the incompletion of the practical task, I conclude, nevertheless results in a hybrid and especially interesting picture of personhood that points to an understanding of Protestantism as the attempt to recover human individuality within Christianity. The two main figures of authority in contemporary psychoanalysis are Freud and Lacan. Yet there is an intrusion that is missed in this utterance. Zhuangzi serves as this extra intrusion, the third figure of authority in psychoanalysis. Both Freud and Lacan arguably owe their existence to such a text. There is a gap, however, in that Freud and Lacan published limited engagements with Zhuangzi. This study aims not to plug the gap altogether, but to confront it. The resilience literature has gained significant traction, particularly amidst the COVID-19 pandemic, emphasizing firm resilience as vital for effectively navigating crises and external pressures. Concurrently, green product innovation has emerged as a key strategy to bolster environmental sustainability and mitigate pollution, yet its precise contribution to resilience remains ambiguous, especially in developing economies. This research advances existing knowledge by investigating the relationship between green product innovation and firm resilience in Vietnamese enterprises, with particular attention to the enabling roles of dynamic (...) managerial capabilities and digitalization. Employing structural equation modeling on a sample of 319 Vietnamese enterprises, our research makes several distinct contributions to the literature. The findings demonstrate that green product innovation serves as a specific mechanism for building resilience in developing economy contexts. It also reveals the previously unexplored triple helix of dynamic managerial capabilities, digitalization, and green innovation in fostering resilience. Additionally, it identifies digitalization as a crucial moderator that amplifies the impact of green innovations on firm resilience. These findings advance the theoretical understanding of resilience-building mechanisms in emerging economies while offering practical insights for managers leveraging simultaneous environmental and digital transformations. Cognitive theories of emotion propose that the interpretation of emotion-eliciting situations crucially shapes affective responses. Implicit or automatic biases in these interpretations may hinder emotion regulation and thereby increase risk for the onset and maintenance of psychological disorders. In this study, participants were randomly assigned to a positive or negative interpretation bias training using ambiguous social scenarios. After the completion of the training, a stress task was administered and changes in positive and negative affect and self-esteem were assessed. The results (...) demonstrate that the interpretation bias training was successful in that participants exhibited a tendency to interpret novel scenarios in accordance with their training condition. Importantly, the positive training condition also had a protective effect on self-esteem. Participants in this condition did not exhibit a decrease in self-esteem after the stress task, whereas participants in the negative condition did. These results demonstrate that implicit cognitive biases can be trained and that this training affects self-esteem. Implications of these findings for research on psychopathology and emotion regulation are discussed. (shrink)

This paper investigates the task of reference resolution in the legal domain. This is a new interesting task in Legal Engineering research. The goal is to create a system which can automatically detect references and then extracts their referents. Previous work limits itself to detect and resolve references at the document targets. In this paper, we go a step further in trying to resolve references to sub-document targets. Referents extracted are the smallest fragments of texts in documents, rather than the (...) entire documents that contain the referenced texts. Based on analyzing the characteristics of reference phenomena in legal texts, we propose a four-step framework to deal with the task: mention detection, contextual information extraction, antecedent candidate extraction, and antecedent determination. We also show how machine learning methods can be exploited in each step. The final system achieves 80.06 % in the F1 score for detecting references, 85.61 % accuracy for resolving them, and 67.02 % in the F1 score for the end-to-end setting task on the Japanese National Pension Law corpus. Using an institutional perspective, this paper investigates how consumers in Western developed and Southeast Asian emerging markets respond to fashion brands’ moral transgressions and how consumers’ moral rationalization tendencies vary across the two markets. The study employs multimethod analyses, including cross-national secondary data from 12 countries and experimental data from 940 German and Vietnamese consumers. In a non-transgression context, the multivariate analyses show that Western developed-market consumers embrace higher ethical standards (Study 1A), tend to seek collective action against prevalent immoral (...) behaviors in society (Study 1B), and are more critical in evaluating fashion brand ethicality than Southeast Asian emerging-market consumers (Study 2). However, in a transgression context, the moderated mediation analyses reveal that consumers largely do not differ in their direct devaluation of fashion brand ethicality and subsequent price considerations (Study 3) across six transgression scenarios (i.e., worker abuse, child labor, racist advertising, weight discrimination, climate change, and environmental pollution). Interestingly, moral rationalization processes appear to be more frequent and consequential in the Southeast Asian emerging market, while they either do not occur or are significantly weaker in the Western developed market. The results provide theoretical and practical implications for ethical business practices in the fashion industry based on market differences in regulatory frameworks, cognitive considerations, and social norms. A filosofia educativa da Grécia Antiga, em particular o pensamento de Sócrates e de Platão, estabeleceu os fundamentos da tradição educativa ocidental e continua a exercer profunda influência no pensamento educativo contemporâneo. Este artigo fornece uma análise sistemática da filosofia da educação de Sócrates e Platão com foco em três dimensões centrais: concepções de conhecimento e cognição, os objetivos e a natureza da educação, os métodos educacionais e o papel do professor. Com base nisso, o artigo identifica tanto as semelhanças (...) quanto as diferenças entre os dois filósofos enquanto esclarece o valor teórico e a relevância prática do pensamento educativo socrático e platônico para a reforma educacional atual, particularmente no contexto de uma educação orientada para o desenvolvimento de competências, pensamento crítico e virtudes cívicas. Os resultados indicam que a filosofia educacional socrática enfatiza o diálogo, a reflexão e o autoconhecimento, enquanto o pensamento educacional de Platão desenvolve um modelo sistemático de educação intrinsecamente ligado a ideais políticos e morais. _This review provides an overview and assessment of Kevin Pham’s book _Architects of Dignity_, the first book-length treatment of Vietnamese political thought during the French colonial period. At the core of Pham’s book are novel claims about the nature of dignity and shame as explored by prominent Vietnamese political intellectuals of the nineteenth and twentieth centuries. According to Pham, these thinkers took dignity to be collective and to be asserted instead of being recognized by some dominant power. Moreover, Pham contends (...) that they viewed shame as a productive tool for motivating political action. Overall, this book is an important and necessary contribution that introduces readers to some of the central themes animating modern Vietnamese political thought. This study explores the European Union (EU)-Republic of Korea (ROK) labor case to draw insights into enforcing labor provisions under the EU-Viet Nam Free Trade Agreement (EVFTA). Using comparative analysis and case study methods, it examines the parallels and distinctions between labor provisions in the free trade agreements (FTAs) that Viet Nam and the ROK have signed with the EU. Additionally, it assesses the role and findings of the Panel of experts (PoE) in the EU-ROK labor case. Based on these (...) evaluations, the research highlights key areas where Viet Nam can enhance its regulatory framework to improve working conditions and meet its labor commitments under the EVFTA. Moreover, while examining Viet Nam’s specific challenges in implementing labor provisions in new-generation FTAs, this research offers perceptions that trade partners should consider to support future cooperation. Parametric cognitive models are increasingly popular tools for analyzing data obtained from psychological experiments. One of the main goals of such models is to formalize psychological theories using parameters that represent distinct psychological processes. We argue that systematic quantitative reviews of parameter estimates can make an important contribution to robust and cumulative cognitive modeling. Parameter reviews can benefit model development and model assessment by providing valuable information about the expected parameter space, and can facilitate the more efficient design of experiments. (...) Importantly, parameter reviews provide crucial—if not indispensable—information for the specification of informative prior distributions in Bayesian cognitive modeling. From the Bayesian perspective, prior distributions are an integral part of a model, reflecting cumulative theoretical knowledge about plausible values of the model's parameters (Lee,2018). In this paper we illustrate how systematic parameter reviews can be implemented to generate informed prior distributions for the Diffusion Decision Model (DDM; Ratcliff and McKoon,2008), the most widely used model of speeded decision making. We surveyed the published literature on empirical applications of the DDM, extracted the reported parameter estimates, and synthesized this information in the form of prior distributions. Our parameter review establishes a comprehensive reference resource for plausible DDM parameter values in various experimental paradigms that can guide future applications of the model. Based on the challenges we faced during the parameter review, we formulate a set of general and DDM-specific suggestions aiming to increase reproducibility and the information gained from the review process. This article contributes to the limited literatures on small- and medium-size enterprises and corporate social responsibility. Using an institutional theoretical framework, we analyzed fieldwork interviews with twenty SMEs and perspectives of 165 SME managers and workers in textiles, garment, and footwear industries, the most important wage-earning sector in Vietnam. Having understood in the context of a developing “market economy with socialist orientation”, we find that socially responsible practices and expectations developed long before the arrival of CSR as a western concept (...) and an MNC agenda. While identifying and contributing ideas concerning forms of “informal” CSR practices—influenced by social and cultural expectations—to the CSR/sme literature, we are conscious of the mixed effects of these practices and the ongoing nuanced negotiations between workers and managers in these SMEs. In our research, we found that it takes both domestic and international stakeholders to improve labor conditions in Vietnam under the banner of CSR. (shrink)

The article examines the status of free speech in Vietnam in light of some of the explosive debates that have flared up in both the US and Europe. It argues that unlike in the West the Vietnamese case requires a critical defense to augment the space for free speech as such. To lead up to this conclusion, the essay looks at two case studies of literary censorship in Vietnam (...) to demonstrate that, since the middle of the twentieth-century, literary speech has been synonymous with political speech. Given the limited space for political speech itself, the essay concludes by advancing a version of the autonomy defense of free speech as one viable critical resource in the Vietnamese context. It contrastively portrays critiques of tradition qua tradition as confused, where the confusion unfurls in endless critique—where nothing escapes, including traditions of liberation—resulting in banalities at the heart of Christian ethics.

In this chapter, a case study on successful implementation of United Nations Principles of Responsive Management Education (PRME) through a Global Citizen Education Development Program (GCED) in a Vietnam based Australian business school is discussed. The perspectives of various stakeholders such as education administrators, faculty, non-teaching staffs were collected through interviews and focus group discussions. The objective of the GCED program was to inculcate intercultural understandings, global corporate attitudes, responsible behaviors, and awareness of ethical concerns among learners to prepare them (...) to be responsible future leaders. Several pedagogical approaches to develop knowledge, skills and attitudes for being responsible global leaders are discussed. (shrink)

This study attempts to rigorously review the extant literature of green consumption, from which to propose a comprehensive theoretical framework for effective implementation of green marketing practices for companies. The study develops the propositions of the relationships pertaining to green consumption behaviors, from which suggesting the comprehensive model of green marketing practices for enterprises. The study proposes 8Ps including green product, pricing, place, promotion, physical evidence, process, people, and green partnership as the set of green marketing practices for enterprises to (...) catalyze customer green consumption behavior. In addition, the study identifies green experiential value as the mechanism for green consumption behaviors. Also, it addresses the moderating roles of modern customer characteristics including customer exposure to environmental campaigns, global identification, and customer innovativeness in the effects of green marketing practices on customer green consumption behaviors. The study presented a new model of green marketing with 8Ps practices. Under the light of social cognitive theory, the study presented a novel mechanism namely green experiential value in the effect of 8Ps practices of enterprises on customer green consumption behaviors. Also, the study is the first to address the moderating roles of modern characteristics of customers including exposure to environmental campaigns, global identification, and customer innovativeness for the effect on green consumption behaviors. The comprehensive model offers useful implications for companies in an effort to effectively foster and manage customer green consumption behaviors. (shrink)

Cultural diplomacy is a special form of cultural application to improve diplomatic effectiveness, create, and promote national culture. Since the Cold War until now, South Korea, Japan, and India have been continuously promoting cultural diplomacy based on the dissemination of increasingly interconnected literary and cinematic publications. Cultural diplomacy with Vietnam has also helped South Korea, Japan, and India maximize their role as responsible powers for a typical Southeast Asian country, Vietnam. Through three typical cases in promoting the role of cultural (...) diplomacy to preserve Oriental cultural identity: Japan, India, and South Korea, by using systemic and interdisciplinary methods, the article focuses on four main characteristics that demonstrate the role of cultural diplomacy in preserving Oriental cultural identity in these countries, the quantity, content, implementation situation, and economic - political - social role of cultural products are utilized and promoted in cultural diplomacy of South Korea, Japan, and India. The article shows that cultural diplomacy not only spreads Oriental cultural values, contributing to maintaining economic growth of the Asian countries mentioned in the article, but also helps improve national brand image, enhance the position and national potential in the international stage. The COVID-19 pandemic prompted a nudge for public–private cooperation in healthcare to rapidly cope with limited resource. However, Vietnam’s historical reliance on a public healthcare system, combined with a traditional emphasis on socialization in the Polanyian sense, hindered the swift integration of the private sector. This research investigates path dependency in Vietnam’s public health sector, using theories including path dependency, Karl Polanyi’s double movement with legal analysis method to analyze the interplay of historical decisions, and socialist policies in healthcare. Recognizing (...) these institutional and market governance flaws, a deeper understanding of the role of law becomes vital in crafting strategies for a more resilient and sustainable healthcare system in Vietnam. In this article, Ho Chi Minh City is chosen as a case study due to its notable mix of public–private healthcare facilities and its status as a leading area in infection cases during the third COVID-19 wave. The article suggests that there should be a change in the way public and private sectors work together, one that is more in line with market-driven solutions which requires solid legal framework for cooperation beyond merely mobilizing resources.
