Attention to the plight of refugees centers on how states should satisfy their legal obligations and comply with legal rules. We claim that the global refugee crisis necessitates focusing on political interaction between refugees and non-refugees, serving as a corrective to the depoliticization of the legalist approach. Hannah Arendt famously articulates a relational and interaction-oriented approach to political recognition with her notion of a “right to have rights.” We argue that Arendt’s notion can counter depoliticizing legalism, when supplemented by the (...) theme of solidarity. After discussing how equality and solidarity are corequisites for recognition of the subjects of rights, we explore examples of solidaristic action that aim to counteract the “rightlessness” of refugees today, and consider how such action promotes freedom as inclusive world-making practices. What is philosophy of education? This question has been answered in as many ways as there are those who self-identify as philosophers of education. However, the questions our field asks and the research conducted to answer them often produce papers, essays, and manuscripts that we can read, evaluate, and ponder. This paper turns to those tangible products of our scholarly activities. The titles, abstracts, and keywords from every article published from 2000 to 2010 in four journals of educational philosophy were (...) analyzed to find out what kind of research is being published in the field of philosophy of education. Over 143 different concepts were identified and analyzed from 1,572 articles. The data suggests that philosophy and education, while primarily concerned with theory, teaching, and learning, tackles a diversity of subjects in a slightly narrowing band of thematic topics. Political friendship is typically portrayed as a dyadic relationship. In this traditional model, friendship is conceived as a positive intersubjective experience of relation-to-self and relation-to-other, assuming the reciprocity and equality characteristic of symmetrical relations of recognition. This essay explores an alternative, triadic model of political friendship, suggested by the work of Hannah Arendt. Arendt makes the claim, at odds with most modern accounts, that “politics is not so much about human beings as it is about the world that comes into (...) being between them and endures beyond them.” I suggest that the dyadic model of political friendship is incomplete; a more adequate paradigm would foreground triadic relations of interest, concern and care for the phenomenal world itself, conceived as the quasi-objective intermediary of human artifice. As humanity faces the prospect of imminent civilizational catastrophe, the aspirational sense that the future contains the potential for better ways of living and being appears to be fading under the strain of pervasive polycrisis. This special issue focuses on the question of whether it remains possible to reanimate critical utopian hope in the current climate of profound anxiety, pessimism, and dread over the multiple, intersecting global crises of our time. After first highlighting the dual crisis of hope and utopian (...) ethical-political thinking today, it complicates conventional wisdom regarding hope and utopianism by showing that these notions are fundamentally shaped by experiences of disappointment, failure, and uncertainty. Utopian hope about the future, in other words, is not antithetical or irrelevant to the age of global polycrisis but precisely what should be occasioned by the stark realities of our times. From this standpoint, the introduction explains how the contributions to this special issue explore fragile, precarious yet realistic prospects for collective hope and, across a selection of concrete sociopolitical challenges, demonstrate that transformative changes still can be made to bring about the better futures we may imagine without being disconnected from the demand for pragmatism and the real prospect of failure. Since the publication of _A Theory of Justice _, John Rawls has been viewed as one of the most important political theorists of the twentieth century. In _John Rawls: Towards a Just World Order_, Patrick Hayden discusses Rawls's views regarding the nature of social justice among states. He examines Rawls's most important writings in order to assess how adequately his theory of justice is able to accommodate claims to universal human rights and shows how Rawls's work can contribute to the (...) construction of a cosmopolitan approach to issues of international justice. Albert Camus's existential thinking has been the object of renewed interest over the past decade. Political theorists have looked to his work to shed light on the contradictions and violence of modernity and the dynamics of postcolonial justice. This article contends that Camus's account of the modern human condition provides a means of engaging critically with one of the most compelling ideas linked to thinking about global politics today: cosmopolitanism. By developing Camus's position on absurdity and rebellion, it suggests that (...) the idea of cosmopolitanism should be situated in a post-foundationalist and post-teleological nexus to prevent it becoming a new political ideology of immutable truth. In order to make this argument, the article focuses on how Camus's thinking supports a rebellious cosmopolitan disposition towards global transformations. In so doing, it shows that cosmopolitanism must strive against the injustices of a deeply divided world, yet at the same time accept theoretical, factual and moral limits on its vision and actions. Cosmopolitan education aims to transmit cosmopolitan forms of life in order to participate morally in the world community. The primary characteristics of this cosmopolitan education are its acceptance of the shared humanity of all persons as a fact of human existence and as a motivating guide for human interaction, and the requirement of democratic inclusion in deliberations of the governance of those interactions, including morality. Such an education in cosmopolitan morality requires means that befit its core components. This paper contrasts (...) the concepts of strict and moderate cosmopolitanism, empirical and deliberative morality, and structural and dispositional cosmopolitanism to show that the moderate, inclusive and deliberative processes of deliberative dispositional cosmopolitanism are more suited to cosmopolitan education in morality than strong, empirical-focused structural cosmopolitan efforts. Though strong, structural and empirically based forms may be more likely to guarantee preferred outcomes in the learning of specific morals or the implementation of institutional norms, they are also more likely to run afoul of the core components of cosmopolitanism because they will privilege outcomes over processes, and are thus more likely to be less inclusive and more coercive. In contrast, and even though they are less certain to guarantee preferred moral outcomes or actions, moderate, deliberative dispositional forms of cosmopolitan education embody the morality they seek to inform, and are more likely to find sustained internalised support over time. Newborn infants are among those most severely affected by humanitarian crises. Aid organisations increasingly recognise the necessity to provide for the medical needs of newborns, however, this may generate distinctive ethical questions for those providing humanitarian medical care. Medical ethical approaches to neonatal care familiar in other settings may not be appropriate given the diversity and volatility of humanitarian disasters, and the extreme resource limitations commonly faced by humanitarian aid missions.In this paper, we first systematically review existing guidelines relating to (...) the treatment and resuscitation of newborns in humanitarian crises, finding little substantive ethical guidance for those providing humanitarian healthcare. We next draw on paradigm cases and published literature to identify and describe some of the major ethical questions common to these settings. We divide these questions into quality of life considerations, allocation of limited resources, and conflicting cultural norms and values. We finally suggest some preliminary recommendations to guide ethical decision‐making around resuscitation of newborns and withdrawal of treatment in humanitarian settings. (shrink)

Background and ObjectivesEvidence-based concussion practices have been codified into legislation, yet implementation has been narrowly evaluated. We examined implementation of concussion practices in Massachusetts high schools and adopted a disproportionality lens to assess the relationship between school sociodemographic and policy implementation and examine whether differences in policy implementation represent systematic disparities consistent with the disproportionality literature.MethodsA cross-sectional survey was sent to Massachusetts high school nurses (N=304). Responses (n=201; 68.1% response rate) were tallied so that higher scores indicated greater policy implementation. (...) School demographic data were collected using publicly available datasets and were linked to survey responses. Descriptive statistics, correlations, k-means clustering, and groupwise comparisons were conducted.ResultsPolicy implementation is varied across schools and is associated with school sociodemographic variables. As percentages of marginalized identities in student population increased, implementation rates decreased. K-means cluster analysis revealed two discrete groups based on policy implementation scores, with significant differences in sociodemographic variables between groups. Schools with low implementation scores had a greater percentage of students who identified as African American/Black and nurses with less experience.ConclusionsFindings highlight current disparities in the implementation of concussion management policies and support adoption of a disproportionality lens in this sphere. BACKGROUND: Serotonin transporter promoter genotype appears to increase risk for depression in the context of stressful life events. However, the effects of this genotype on measures of stress sensitivity are poorly understood. Therefore, this study examined whether 5-HTTLPR genotype was associated with negative information processing biases in early childhood. METHOD: Thirty-nine unselected seven-year-old children completed a negative mood induction procedure and a Self-Referent Encoding Task designed to measure positive and negative schematic processing. Children were also genotyped for the 5-HTTLPR gene. (...) RESULTS: Children who were homozygous for the short allele of the 5-HTTLPR gene showed greater negative schematic processing following a negative mood prime than those with other genotypes. 5-HTTLPR genotype was not significantly associated with positive schematic processing. LIMITATIONS: The sample size for this study was small. We did not analyze more recently reported variants of the 5-HTTLPR long alleles. CONCLUSIONS: 5-HTTLPR genotype is associated with negative information processing styles following a negative mood prime in a non-clinical sample of young children. Such cognitive styles are thought to be activated in response to stressful life events, leading to depressive symptoms; thus, cognitive styles may index the "stress-sensitivity" conferred by this genotype. This article revisits John Wilson’s “first steps” in moral education—a conceptual analysis of morality—and what he calls an education in morality. Education in morality focuses on morality as a form of life with a specific domain in which it aims to initiate students, and on education as a growth-oriented, progressive activity. Arendt’s conception of natality in education is then used to show how it provides a catalyst for growth, discovery, and tradition-trumping newness, and acts as a stepping-stone to public action (...) as morality and recognition of the plurality of human life. It becomes clear that the inherent sociability of morality forces the consideration of it as a public and social act. Education in morality must preserve the potential for the capacity to contribute to the development of morality and concurrently develop that capacity through the production of plurality that follows and the negotiations necessary for its preservation. Morality, then, must not be taught as a static set of immutable principles, but rather as an inclusive, adaptive process by and through which groups govern their associations. (shrink)

This paper argues for an affirmative disability philosophy and research methodology. Even after four decades of critical disability studies we worry that much of what we encounter in public spaces - in relation to disability - on a day to day basis remains untouched by this critical scholarship. With reference to a composite narrative emerging from two research projects - and our own personal entanglements - we consider the dominant ways in which everyday philosophies of disability threaten to pathologise people (...) with learning disabilities as objects and counter these by offering an alternative affirmative philosophy. We explore disability as affirmation - humane, unbounded and full to bursting with potential - a way of knowing disability that should be a regular feature of common parlance -and philosophical discourse - but a form of knowing that requires on being informed by disabled people and critical disability studies scholarship. We explore the ways in which inserting disability-as-affirmation into everyday conversations and public life can have significant wider societal impacts - in and outside of academia - through offering a more expansive philosophy of disability. Some philosophers in recent discussions concerned with current ecological crises have attempted to address and sometimes to utilize poststructuralist thought. Yet few of their studies have delineated the ecological orientation of a specific poststructuralist. In this paper, I provide a discussion of the naturalistic ontology embraced by the contemporary French philosopher Gilles Deleuze, one of the most significant voices in poststructuralism. I interpret Deleuze as holding an ecologically informed perspective that emphasizes the human place within nature while encouraging awareness of (...) and respect for the differences of interconnected life on the planet. I also suggest that this view may be joined with Deleuze’s innovative ethical-political approach, which he refers to as micropolitics, to create new ways of thinking and feeling that support social and political transformation with respect to the flourishing of ecological diversity. Finally, I briefly show how Deleuze’s ecological orientation compares to several versions of ecological theory and politics. (shrink)

Education’s autonomy cannot be found in schooling. For a theory of education to also adequately support education’s autonomy, it must decouple itself from schooling since schooling is a technology of efficiency and acculturation that serves technocratic interests that strip autonomy from education. Using Christer Fritzell’s examination of relative autonomy of schools, Matthew Hayden and William Gregory Harman will show that the ideological domination of schooling by technocratic interests structurally and functionally subordinates schooling. This subordination takes the form of technocratic operationalization (...) of education concepts and schooling practices, resulting in the desublimation of learning. Hayden and Harman conclude that resublimation is required in order to restore the possibility of education’s autonomy in schooling. (shrink)

This article reconstructs Hannah Arendt’s arguments in relation to crisis and hope against the rise of modern society, with a focus on the global crisis posed by nuclear weapons. Although Arendt was critical of twentieth century utopianism, she provides a standpoint for non-perfectionist utopian hope in the twin phenomena of natality and political action. Braiding together Arendt’s account of the modern world with the invention of atomic weapons, this article provides a twofold contribution to understanding the emergence of nuclear modernity (...) and the possibility of averting looming nuclear catastrophe. First, the entanglement between the production of nuclear weapons and mass consumer capitalism spotlights the role of technoscientific instrumentality in facilitating organized complicity with modes of destruction capable of extinguishing all life on the planet. Second, Arendt’s ontology of natality sheds light on the potential of human beings to imagine novel ways of living and acting together, which speaks to the “miraculous” capacity of human freedom to bring about transformative sociopolitical change. Several initiatives regarding nuclear weapons non-proliferation and abolition are examined to demonstrate what transformative change has been achieved already as well as what still may be realistically hoped for to reach a world without nuclear weapons. This paper proposes a theory of text on-screen as “unvoiceover.” It addresses both the case for captioning as social good and the affordances (aesthetic, affective) of writing in or over the moving image. Advancing an argument informed by perspectives from d/deaf Studies, Critical Disability Studies and Digital Interface Studies, and applying modes of analysis from literary criticism alongside those proper to the study of moving image and sound, it examines the idiosyncrasies of text-in-motion as non-sonorous, fugitive counterpart to the traditional, (...) troublesome “voiceover.” To develop a poetics of the unsounding voice on-screen, the paper focalizes its argument through multimedia artist Liza Sylvestre’s Captioned series: a body of moving image work that is itself, paradoxically, uncaptioned. Framing Sylvestre’s lyrical “unvoiceover” as a reimagining of the lost roles of film explainers and literary intertitles, I argue that the artist’s takeover of the caption track intervenes critically in contemporary debates about the ethics of audio-visual translation, situated description and access as public ethos rather than private concern. Posing the artist’s personal-and-political writing as suggestive of a lower-case analogue to Deaf Gain, I show how Sylvestre’s “unvoiceover” educates its “receivers” in the purpose and functioning of captions. By reading Sylvestre’s writing on-screen more closely than its fugitive form seems to invite, I show how the unvoiceover encultures its own demands on its readers and elicits its own habits of reading. By scrutinizing how Sylvestre’s series makes the case for captioning, this paper makes the case for a new appraisal of the aesthetic, affective and political affordances of the unvoiceover as writing on the run. Richard Rorty has recently argued that support for human rights ought to be cultivated in terms of a sentimental education which manipulates our emotions through detailed stories intended to produce feelings of sympathy and solidarity. Rorty contends that a sentimental education will be more effective in promoting respect for human rights than will a moral discourse grounded on rationality and universalism. In this paper, I critically examine Rorty’s proposal and argue that it fails to recognize the necessity of moral reasoning (...) in creating and implementing the types of international human rights regimes which are required precisely when our sympathy is lacking or completely fails. In addition to a sentimental education, an effective human rights culture must include strong principles of moral agency, such as freedom and equality, and a commitment to the institutionalization of those principles as human rights norms. The sounds of the college campus raise important questions of participation, identity, privilege, disability, and marginalization. During the 2019–2020 academic year, three university instructors from distinct disciplines (music, history, and political science) and a student research assistant (history) used sound as a method for inquiring into contested and erased sites on the campus of Western Carolina University, a regional comprehensive university located in the southeastern United States. The project came to be called Sonic Histories. Paid student volunteers were led on (...) a soundwalk and completed three online questionnaires that engaged questions of race and belonging on campus. This study presents findings on how students experience and interpret contested and erased sites through sounds heard and imagined. Sonic Histories explores two central questions. Historically, whose voices have been included and whose have been excluded on college campuses? How can sound promote awareness of racialized spaces and, in turn, achieve social engagement? The authors challenge the triumphant narrative of campus histories, which highlights racial reconciliation and progress while eliding the ways predominantly white campuses still exclude minorities. By re-centering minority voices in campus spaces, the authors explore the systemic exclusion of minorities that has occurred on college campuses across the country. At a time when places of higher education are refining and developing their commitment to diversity and inclusivity—while assessing their past in honest ways—the Sonic Histories project builds upon ongoing initiatives to position the college campus as a scholarly community that lives up to its democratic ideals of inclusion. BACKGROUND: Talking Mats® is a visual communication tool which can support people to express their views. Talking Mats has been used in research as a more inclusive data collection tool, however, analysing the varied data produced by Talking Mats is challenging, and there is a lack of guidance on how to analyse and report these data. OBJECTIVE: We sought to provide an overview of ways in which Talking Mats data have been analysed and reported. METHODS: We conducted a narrative review (...) of studies that reported using Talking Mats to collect empirical data, to examine how these studies analysed and reported these data. RESULTS: Studies used qualitative analysis techniques, such as: thematic, content, conversation, and framework analysis. Studies also reported clinical and research case studies and observations of non-verbal communication. Quantitative analyses were used less often, and involved transforming qualitative data into quantitative data (e.g., observing symbol placements). Many studies did not describe their methods in sufficient depth. CONCLUSIONS: We developed the Talking Mats Reporting Criteria to support researchers and practitioners to describe their Talking Mats protocols. These Reporting Criteria were developed iteratively and collaboratively between Talking Mats experts and members of the Talking Mats Research Network. Researchers and practitioners should describe their analytical approach in further detail and report the Talking Mats Effectiveness Framework of Functional Communication. (shrink)

The value of the ICTY for stabilizing the Balkans is rarely questioned, but the Tribunal is unpopular with the majority of people there. More international funding is spent on the Tribunal than on improving health and other services in Bosnia, while “conditionality” based on cooperation with the Tribunal impedes the economic and democratic development of the region. Can a court that tries to keep the memory of massacres fresh for 20 years, that is overwhelmingly mistrusted by the very people to (...) whom it claims to bring justice, and that has called for economic sanctions on a devastated region, really be a force for reconciliation and the building of stable political relations in the Balkans? Despite the diversity of cosmopolitan philosophical thought, two constants remain: the significance of shared humanity and the idea that this fact should shape the way people live with each other. I will argue that Hannah Arendt’s conceptions of the human conditions of plurality, natality, and action offer cosmopolitan educators an improved grounding for their theoretical foundations and crucial points of emphasis for teacher education in opposition to the educationally destructive effects of standardization in education. Cosmopolitan characteristics such as democratic inclusion, (...) openness, and dynamic engagement emerge as embodiments of morality wherein the preservation of the human condition of natality is vital for the public expression (action) of one’s humanity. Arendt’s conditions serve as the ‘is’ to cosmopolitan education’s ‘ought,’ wherein the human conditions of plurality, natality, and action support the creativity, fluidity, and unpredictability of lived lives and frame the context in which cosmopolitan teacher education responds, offering teacher educators a theoretical foundation and language to forestall or reverse the educationally devastating effects of standardization in education. France’s 35-hour workweek is one of the boldest progressive reforms in recent years. Drawing on existing survey and economic data, supplemented by interviews with French informants, this article examines the 35-hour week’s evolution and impacts. Although commonly dismissed as economically uncompetitive, the policy package succeeded in avoiding significant labor-cost increases for business. Most 35-hour employees cite quality-of-life improvements despite the fact that wage moderation, greater variability in schedules, and intensification of work negatively impacted some—mostly lower-paid and less-skilled—workers. Aquinas argues that love of others depends on whether the other is seen as a person like oneself or as a tool of gratification. The former grounds love-of-friendship (altruistic love), the latter love-of-concupiscence. Seeing the other as a person like oneself enables one to love the other as another self, thereby, basing altruism ultimately on self-love.

Objective: Inhibitory control training has shown promise for improving health behaviours, however, less is known about its mediators of effectiveness. The current paper reports whether ICT reduces smoking-related outcomes such as craving and nicotine dependence, increases motivation to quit and whether reductions in smoking or craving are mediated by response inhibition or a devaluation of smoking stimuli.Method: Adult smokers were randomly allocated to receive 14 days of smoking-specific ICT or active control training. Participants were followed up to 3-months post-intervention. This (...) trial was preregistered.Results: There were no significant differences between ICT and active control training groups. Specifically, participants in both groups showed significant reductions in craving, nicotine dependence, motivation and a devaluation of smoking-stimuli up to 3-months follow-up compared to baseline. Inhibition and devaluation of smoking stimuli did not act as mediators. Devaluation of smoking stimuli was an independent predictor of smoking and craving at follow-up.Conclusion: Inhibitory control training was no more effective at reducing smoking-related outcomes compared to the active control group, however, significant improvements in craving, dependence indicators and evaluation of smoking stimuli were observed across both groups. A return to basic experimental research may be required to understand the most effective ICT approach to support smoking cessation. (shrink)

This paper reconstructs Albert Camus's notion of the absurd in order to elucidate his critique of historical teleology. In his life and work, Camus endeavoured to develop a fallibilist historical sensibility suitable for a cosmos shorn of meaning, which led him to reject ideas of progress and their traces of messianism when elaborating his treatment of rebellion. By making use of Camus's ideas about the absurd and rebellion, I suggest that these two themes productively unsettle contemporary cosmopolitanism as a teleological (...) orthodoxy of human progress and fruitfully, if paradoxically, lie at the heart of a concept of cosmopolitanism “without hope.”. Recent years have seen increased debate about the contributions that human rights make to the creation of conditions of peace. However, less attention has been paid to the claim that peace itself is a genuine human right. Whereas some critics argue that a focus on rights results in an overly formal juridical account of peace at the expense of a more robust notion of positive peace, others contend that a legal framework of rights is all that is needed to eliminate (...) violent conflict. In this paper I strike a position between these two arguments and articulate a normative defense of the human right to peace embedded within a broader discourse of social justice. I do so by demonstrating that a right to peace is a genuine human right because it satisfies appropriate justificatory tests, including those concerning its scope, the duties it generates, and its economic feasibility. Recent work has shown how to use the laws of quantum mechanics to keep classical and quantum bits secret in a number of different circumstances. Among the examples are private quantum channels, quantum secret sharing and quantum data hiding. In this paper we show that a method for keeping two classical bits hidden in any such scenario can be used to construct a method for keeping one quantum bit hidden, and vice–versa. This book is a general introduction to the law and legal system of the United States and the relationship between law and society. Written for both students and general readers, it uses anecdotes, historical detail, and modern scholarship to give overall view of the American legal system. After giving some brief historical background, the book begins with the basic structure of the system: the courts, legislatures, administrative agencies, and the relationship between federal and state law. The book then turns to (...) substantive law, broadly canvassing a range of legal issues with special focus on the criminal justice system and constitutional law and civil liberties. The book finishes with a series of chapters exploring the role of the law, legal culture, and a number of extra-legal factors in changing legal behavior. Abnormalities in the ability of cells to properly degrade proteins have been identified in many neurodegenerative diseases. Recent work has implicated synaptojanin 1 (SynJ1) in Alzheimer's disease and Parkinson's disease, although the role of this polyphosphoinositide phosphatase in protein degradation has not been thoroughly described. Here, we dissected in vivo the role of SynJ1 in endolysosomal trafficking in zebrafish cone photoreceptors using a SynJ1‐deficient zebrafish mutant, nrca14. We found that loss of SynJ1 leads to specific accumulation of late endosomes and (...) autophagosomes early in photoreceptor development. An analysis of autophagic flux revealed that autophagosomes accumulate because of a defect in maturation. In addition we found an increase in vesicles that are highly enriched for PI(3)P, but negative for an early endosome marker in nrca14 cones. A mutational analysis of SynJ1 enzymatic domains found that activity of the 5'phosphatase, but not the Sac1 domain, is required to rescue both aberrant late endosomes and autophagosomes. Finally, modulating activity of the PI(4,5)P2 regulator, Arf6, rescued the disrupted trafficking pathways in nrca14 cones. Our study describes a specific role for SynJ1 in autophagosomal and endosomal trafficking and provides evidence that PI(4,5)P2 participates in autophagy in a neuronal cell type. -/- . (shrink)
