It looks like the proposal at T261752: Add an API module to display status of multiple globally locked users implements roughly the same capability (as a new API module, instead of an addition to an existing one) – in addition to locking, the proposed patch adds basics like registration time and user groups. That seems like an easier way to do this, and I don't want us to support two different ways, so I will merge this into that. I hope you don't mind.
