Publish options when translating a section on desktop needs adjustment

Description

Content Translation now supports expanding existing articles by translating a new section. When this was introduced on mobile, the publishing options were adjusted to allow users to publish the section as a new section in the target article or add it to their sandbox (adjust/move the contents).

However, the options provided when translating a section on desktop have not been adjusted accordingly. Currently, users translating a section on desktop are provided a set of publishing options that are the same as shown for new articles: replace existing page, personal draft, and Community draft. For example, the default behavior for publishing a section is to be added at the end of the existing article, which does not match any of the described options.

The options provided on desktop when translating a section need to be adjusted to align with those shown on mobile (in labels and functionality).

Event Timeline

This task needs testing to check the extent of the problem; it was only visible once desktop users switched to the new dashboard.

We currently display proper publishing options on desktop both for missing sections ("New section", "Sandbox") and for present sections ("New section", "Sandbox", "Expand", "Replace"), as demonstrated in the following screencast from production el wiki:
