Basically the idea comes from the popular use of "Out of Topic" forums that are usually found within other "special interest" forums in which the users are free to talk about whatever they feel like.
Here you are free to discuss politics and philosophy to internet memes or your bad day at work-- whatever floats your proverbial boat!
Others may leave comments and even give advice, whether good or bad. Everyone is entitled to their opinions here, and you can literally say whatever you want so long as it is not spam or too obscene.
Feel free to make a new topic any time you want. There are no rules, really. Just use common sense, and have fun~!
