On November 21, 2025, Cybersecurity Administration of China (CAC), together with the Ministry of Industry and Information Technology (MIIT), drafted a new China Cybersecurity Labeling Management Measures (hereafter referred to as the Measure), which aims to enhance the cybersecurity resilience of internet-connected products and safeguarding consumer rights. The Measure was released for public comments until December 6, 2025. According to the Measure, China Cybersecurity Label (CCL) means an information label that reflects the cybersecurity capability level of the product itself, applying to products with internet connectivity functions and subject to a catalog-based management system for specific products. Under the voluntary scheme, manufacturers of eligible products may apply for a CCL to indicate the device’s level of cybersecurity capability. The label will feature a star-based rating system: One star (Basic Level): Meets fundamental national standards, requiring the prohibition of weak/default passwords, vulnerability management, and regular software updates. Two stars (Enhanced Level): Reflects domestically advanced cybersecurity performance. Seoul Labs Completes KOICA ODA CTS Seed2 Agreement, Officially Launches Digital Identity Verification Project in Laos. - Two-year blockchain-based digital identity initiative to support financial inclusion and digital government transformation in Laos - First blockchain project under KOICA’s ODA CTS program, highlighting Korean blockchain technology abroad Seoul Labs announced on the 23rd that it has completed the agreement for the Korea International Cooperation Agency (KOICA) ODA CTS Seed2 program and officially launched a digital identity initiative in Laos. Over the next two years, the company will build and operate blockchain-based digital identity verification (DID) services for universities and other institutions in Laos, with plans for local transfer after completion. The KOICA ODA CTS program applies innovative technologies to official development assistance (ODA) to address development challenges that are difficult to solve through conventional approaches. Seoul Labs plans to combine its blockchain technology, DID capabilities, and AI-based Hybrid Alternative Credit Score (HACS) within its all-in-one Super Wallet to help narrow identity verification gaps and expand financial inclusion in Laos. According to the company, this is the first blockchain project under KOICA’s ODA CTS program. It is also a meaningful case for demonstrating the competitiveness of Korean blockchain technology in overseas public and financial markets, especially in Southeast Asia. Seoul Labs said the project goes beyond a single ODA initiative and represents a starting point for bringing its core blockchain technologies into overseas public markets. Through its Super Wallet platform, the company aims to build digital trust infrastructure linking DID, e-badges, electronic signatures, payments, education, administration, and finance. The company has already signed a 15-year MOA with Laos’ Ministry of Technology and Communications for e-filing and electronic document-based licensing, while also advancing an e-signature system. Seoul Labs has developed its own blockchain mainnet, secured venture business certification, and is promoting its blockchain-based super app business. It is also advancing HACS as a next-generation financial service model. As part of the Laos project, Seoul Labs plans to provide DID issuance, mobile student IDs, certificate e-badges, and services such as QR attendance verification and trusted identity-based tools for daily use. The company expects the project to support broader expansion into Vietnam, the Philippines, Malaysia, Myanmar, Thailand, and other ASEAN markets, while linking future business opportunities to ASEAN Payment Connectivity (APC).
