DC and Mark Evanier credit the cover to Neal Adams (pencils) and Murphy Anderson (inks) in Jimmy Olsen: Adventures by Jack Kirby (DC, 2003 series) #2, Jack Kirby's Fourth World Omnibus (DC, 2007 series) #3 and The Fourth World Omnibus by Jack Kirby (DC, 2017 series) (that penciling credit is however absent in the checklist at nealadams.com). The flying figures were added and traced from the Jack Kirby art page 16, panel 1 of the interior story.

Nick Caputo sees evidence of Neal Adams pencils on backgrounds and figures, with another hand, perhaps Giordano, on these figures. Nick believes the remainder of the cover is by Anderson. Previous indexers credited Bob Oksner and Jack Kirby with possible pencils.
