I was just looking at a copy of the editorial cartoon, and what it most strongly reminds me of is the Oscar Grant shooting in Oakland overlaid with the stimulus issue.

In other words, my first impression of that is that he's comparing Barack Obama to Oscar Grant, not whatever chimp story broke out of the NE earlier.

That might not be what he meant, but - if so - that is some very sloppy editorial cartooning to not make it clear. And some bad decision making, considering that historically blacks have been called chimps to show they were supposedly sub-human.

It made me headdesk. Mostly the implied "I've never heard this, so it can't be true" tones made me headdesk.

Basically, they are asking us to believe that the entire editorial staff and anyone with approval power was unaware. That is just not plausible.

My immediate impression is exactly that it's a reference to the president. What else would it be? Sure, it's using the chimp incident, but it's a really obvious thing and in really poor taste.

When I saw it I thought of the killer chimp story where they had to kill the chimp combined with the stimulus package, but the chimp represented Congress (or possibly Pelosi) to me. Thinking that Obama was the chimp never even occurred to me (despite the huge historical weight of a black/monkey comparison), until I heard about the furor over the comic.

Having said that I didn't see the Obama/monkey/black link until it was pointed out, I will say that it is surpassingly odd that no-one at the editorial desk saw that as a possibility since they no doubt spent a great deal more time analyzing the cartoon toon than I did.
