Protari is a star system located somewhere in the galaxy's Alpha or Beta Quadrants, accessible by transwarp conduits from a border of Federation space in the 23rd century of the Kelvin timeline.
History and specifics
The Protari vicinity was in neutral space unclaimed by major governments. Notable known nearby systems included Truai, Yaar, Gakora, Antigone, Semele, Feilji, Olaria, Xent'kra, Waji'ku, Razgara, Udarian, Castor, Alastor, Soltor, Halkor and Altor.
The Protari system was also near at least three transwarp access points. In Federation space, conduits from the Lainey and Earorfilad systems reached out to Protari. An additional transwarp access from Protari led into Borg space, specifically the Tisiphone system contained in the Borg megacube. (ST video game: Fleet Command)

Since this hub system lies near Castor, it is likely to be an Beta Quadrant system, as ST reference: Star Charts places Castor in the Beta Quadrant. However, the Fleet Command source does not list distinct quadrant locations for the game systems so this cannot be definitively stated.
