a great place to look for materials and inspiration (especially for one shots wich you talked about in this zine) is the library! I just checked out monster or the week and monster of the week codex of worlds books full of monster mystery ideas. then I also checked out the game masters book of random encounters it has 8 fully fleshed out one chots with a bunch of other maps, lovations, loot tables, and npcs. my library also carries the dnd and pathfinder core rules. also most libraries in your county or region work together where you can go check out at other libraries expands what's available.
although after a bad run in with starfinder my players will not do sifi (or post apocalypse and I love post apocalypse). I do adore the bulletin board. I use community boards in all my games with cork boards or cardboard depending if it's a con. I really like how you pointed out that a mining world would have a more formal one with maybe an uprising out of place to draw attention. Makes me think of one in a war camp, dictatorship, or perhaps an elven town would be different from a dwarves, or mixed town. Lots to think about the differences in layout and styles
the whole mutant adventure could be intresting to build off of especially if you included some way for if the players started messing around. Like mine would; it would create new ones. I could imagine buttons releasing certain chemicals making certain monsters. make it like a puzzle where one button drops a key every 3-5 buttons makes a monster.
