Describe the bug / provide steps to reproduce it

Summary: Inserting a backtick inserts four of them. I am using Gnome with a Norwegian locale. If it's relevant, the keybind for me is SHIFT + the key left of backspace, with no modifier this types a .

Steps to trigger the problem:

  1. Open a file in Zed
  2. Type `
  3. See four ` inserted

Actual Behavior:

Inserts four backticks.

Expected Behavior:

Only insert a single backtick (or two, an open and close, if you do some pairwise logic).
