Linux Typing ` inserts four backticks instead of one on a Norwegian keyboard #23852

Summary: Inserting a backtick inserts four of them. I am using Gnome with a Norwegian locale. If it's relevant, the keybind for me is SHIFT + the key left of backspace, with no modifier this types a .
Steps to trigger the problem:
- Open a file in Zed
- Type `
- See four ` inserted
Actual Behavior:
Inserts four backticks.
Expected Behavior:
Only insert a single backtick (or two, an open and close, if you do some pairwise logic).
