Description
In addition to 1786, if theme with custom frame applied, its body(circle, but not plus icon) in normal state shifts a bit up. But in hover state the second, half-transparent, circle appears.
Note that theme must use some color for NTB to issue be visible
Steps to reproduce
- Apply any theme that has custom frame and colored NTButton (say with id kbkgdmbcegbedgcjpekbineokpgpkikd )
- Notice NTButton body shifts up and plus icon not vcentered now
- Hover NTButton
- Observe 2nd circle, on the correct position btw
Expected behavior
NTButton should not disassembles

Issue appears when browser window in normal and maximized state and persists after browser restart
In the same time TabsSearchButton is ok all the ways.
Also force-xp-theme probably can be used to reproduce issue, but NTButton color is transparent or the same as titlebar color and so not visible
