Remove the number '11' as the suffix anchor id for the 'Developer's Certificate of Origin 1.1'.

Ref: #6257

  • make -j4 test (UNIX), or vcbuild test (Windows) passes
  • tests and/or benchmarks are included
  • documentation is changed or added
  • commit message follows commit guidelines
