Fixes #14198

Summary

Resources on the stellar watch list are now automatically removed after 30 minutes of inactivity (no new events). Also fixes the /resolve endpoint to return valid JSON instead of an empty body.

Add last-event tracking so inactive stellar watches auto-resolve after the configured inactivity timeout, and return JSON from the resolve endpoint.
