Fixes #14150

4 test failures in useVersionCheck tests. The tests expect fetchAutoUpdateStatus to be called in certain scenarios.

Stabilize the persisted state setter identity so useVersionCheck effects do not re-run indefinitely when inline serializer callbacks are passed.
