Fixes #14102

Adds a trust verification step to the hive-interactive workflow that checks whether the commenter is an org member, repo collaborator, listed in OWNERS/OWNERS_ALIASES, or has prior PR history before processing the request. Untrusted users receive a polite message explaining the limitation.
