Fixes #14093

The requirement level dropdown for payload selection was being clipped, preventing users from seeing all 3 options. Fixed z-index/overflow to ensure the dropdown renders above other elements.

a2dff26 
The priority dropdown menu (required/recommended/optional) was clipped
by the card's overflow:hidden container, making options invisible.

Fix: render the dropdown via createPortal to document.body with fixed
positioning calculated from the button's bounding rect — the same
pattern already used for the dependency tooltip in this component.

Fixes #14093
