Fixes #14042

Create web/src/lib/githubUrls.ts with shared helpers:

  • buildGitHubIssueUrl({ owner, repo, title, body, labels })
  • buildGitHubNewFileUrl({ owner, repo, branch, path, filename, content, message })

Updates ImproveMissionDialog, SubmitTab, and SubmitToKBDialog to use shared helpers instead of duplicated URL construction logic.
