Fixes #12944

Reduces the vertical gap between search/filter controls and content lists in OPA Policies, Active Alerts, and Alert Rules cards in the Cluster Admin section.

Changes:

  • Tightened spacing between search inputs and card content
  • Made CardSearchInput class overrides merge correctly with cn()
  • Kept spacing consistent across the affected Cluster Admin cards

Reduce vertical gap between search/filter controls and content lists
in OPA Policies, Active Alerts, and Alert Rules cards. Controls now
sit closer to the data with consistent spacing matching other cards.
