🐛 Fix mobile My Clusters toolbar overflow for sort controls

Fixes #12859

Summary

The My Clusters toolbar's right-side actions (Add Cluster, layout selector, sort controls) were inside a non-wrapping flex container with ml-auto, causing them to overflow on mobile viewports (375–390px).

Changes

• Make the right-side toolbar actions container responsive: full-width on mobile (wraps to next line), auto-width with ml-auto on sm+ screens
• Enable flex-wrap on both the actions container and the button group so controls stack on narrow screens
• Reduce gap from gap-3 to gap-2 on mobile for better space utilization
