Bumps dotnet/node to upstream nodejs/node tag v22.16.0 at 977406971d08.

Drop tests, benchmarks, docs, fuzzers for scan-area reduction (~22,970 files)
Add Arcade scaffolding + LLVM 23 version refs + cgmanifest v22.16.0
Pack includes stripped node binary (100M), libc++.so.1 and libc++abi.so.1 from LLVM 23
