I'm not entirely sure if it's best to use windows-latest (currently 2022 but expected to be bumped to 2025 soon) or a more specific version for the mingw and cygwin CIs. The former is hopefully less maintenance, but there's some risk of it breaking suddenly during such a switch.

For MSVC, we kind of has to be specific because different versions of the runner come with different versions of MSVC.
