[BUG] UI state mismatch for upgradable packages selection #4009

Hello,
there is a UI state mismatch when disabling the Select upgradable packages by default option (Settings -> User interface preferences -> Select upgradable packages by default).

Steps to reproduce the issue

  1. (If disabled) Enable the Select upgradable packages by default and restart the app
  2. Disable the Select upgradable packages by default and restart the app
  3. Notice the check-all checbox being checked while the packages are not (all checkboxes should be unchecked)
