When changing the setting of the disabled option the protection is restarted #4762

What Stealth Mode options do you have enabled?

Issue Details

Steps to reproduce:

1. Go to Tracking protection => Protect against DPI
2. Disable this option
3. Open Protect against DPI settings
4. Flip the switch

Expected Behavior

The protection status should not change because the option whose settings have been changed is off.

Actual Behavior

Protection is restarted.
