Wrong exclusions suggested for $removeparam rules in the filtering log #3873

Steps to reproduce

1. Visit http://example.com/?testparam=1 with the rules below(with the first and with both rules)

Expected behavior

AdGuard must suggest exclusions for rules according to https://kb.adguard.com/en/general/how-to-create-your-own-ad-filters#examples-2

$removeparam=testparam
@@||example.com^$removeparam=testparam

Actual behavior

AdGuard suggests wrong rule.
