Faster Animation?

I recently made my first couple GIFS using this to make it and GIMP to edit it. The timing confuses me and I've edited it in the layers tab and I'm quite positive I'm doing something wrong. I don't see a difference if I go 100ms or 10ms. I just would like it to go a little faster.

This one is 10ms and I optimized it for animation under the filters tab.


I just think they both are too slow.

There is something on MC where you can put something in Frames/second [1 > 15]. I just don't know what I'm supposed to put there.

Please help.
