This structure particularly allows reflecting on the different ways in which people interact with content and considering (taking into consideration) the needs of these people when creating websites.

Is it better to say "and considering the needs of these people when creating websites" OR "taking into the needs of these people into consideration when creating websites.

allows [...] considering (taking into consideration) is simply not idiomatic.
