The tape can be found on a makeshift table in a room in the exterior of the Crater.

Raider: So C backed out. I swear, I'm losing more people than recruiting. If we could just crack Foundation, we'd be rich. And we'd own Appalachia. But the damned walls, and they've got numbers, too. I'd go with explosives but Lou won't have anything to do with my "cockamamey plan." *sigh* I could try the Blood Eagles...? Who am I kidding, they'd just lynch me. Damned Foundation.
