Meat is a Glowing One in the containment area at the Chop Shop in Underworld in Fallout 3.

Just like his cellmate Ethyl, Meat used to be a regular resident of Underworld before his transformation into a glowing one.[1]

“When he’s not operating on Ghouls with a variety of odd ailments, Doctor Barrows spends his time learning the exact medical reasoning for Feral Ghouls “turning” into Glowing Ones.
