Head of State is a side quest in Fallout 3.

Detailed Walkthrough[edit]

Side with the former slaves[edit]

The quest is given to the Lone Wanderer in the Temple of the Union by Hannibal Hamlin. Hamlin wants to relocate his slave haven from the Temple of the Union to the Lincoln Memorial and restore the memorial as a sign of freedom. The quest may also be started after speaking with Leroy Walker or killing the Slavers at the Lincoln Memorial.

Hamlin requests for the player character to scout the Lincoln Memorial to see if it is still occupied by Super Mutants and if so, kill them. He will also ask the player character to assist Caleb Smith in finding a picture of the Lincoln Memorial which will serve as reference material for restoring the location. The picture of the memorial is located on the second floor of the Museum of History.

The player character must return to the Temple of the Union, at which time Lincoln's head will be secured to the back of a Brahmin and the group will leave for the memorial. The player character will then meet the group outside of the Mall Metro Northwest entrance. The Lone Wanderer can tell the group to wait or accompany them as they attack the Slavers. There are eight Slavers present, and once killed, speaking to Hamlin completes the quest.

Side with the Slavers[edit]

The first time the player character talks to Leroy Walker, he will ask them to find items related to Lincoln. The second time the player character talks to Walker, or after they trade the first Lincoln item, Walker will ask the player character to locate Hannibal Hamlin. The player character can tell Walker where the slaves reside, causing the group to leave the memorial for the Temple of the Union. Meeting the group under the highway west of the Temple of the Union, speaking to Walker will begin the attack. The death of all slaves within will complete the quest.

Notes[edit]

  • Upon first entering the Temple of the Union, all inhabitants will refuse to speak to the player character until they have talked to Hannibal Hamlin.
  • After completing the quest, one will be unable to talk to any of the former slaves except Hamlin.
  • Successfully completing this quest in favor of the former slaves and restoring the Lincoln Memorial results in a unique ending featuring the restored Lincoln Memorial, provided one ends the game with good Karma.
  • Completing the quest in favor of the former slaves gives a new line of dialogue to a couple of the Underworld inhabitants and non-player characters in Rivet City, in which they mention trade relations having recently started between the Underworld Ghouls and Lincoln Memorial.
  • When the player character first enters the Temple of the Union, Hannibal will tell them that they are not allowed to leave until they pledge themselves to the Temple of the Union. Despite this, one may just jump out of a window.
  • Killing the Slavers at Lincoln Memorial will not make the Slavers at Paradise Falls hostile.

Bugs[edit]

  • PCPC If the player accompanies the Slavers to the Temple of the Union, and Walker is killed during the trek, but other Slavers survive, the quest marker for exterminating all the Slavers may permanently stay over Walker's body. The quest is then unable to advance through either storyline.
    • This can be fixed by manually progressing the quest stage via setstage 80 or setstage 90.
  • Playstation 3Playstation 3 If Hamlin and his group do not appear outside the Mall Northwest Metro Station, they may still be camped at the Temple of the Union. If they aren't moving from there, turn them hostile by attacking one, followed by fleeing. After a couple of in-game days, they should appear at the metro being non-hostile.
  • PCPC Playstation 3Playstation 3 Xbox 360Xbox 360 Killing the Slavers prior to the quest may fail the quest upon reaching the memorial. This only happens if the player escorts Hamlin to the memorial.
    • Instead of failing the quest, Hamlin's group may stand around expecting the player to kill the already dead Slavers. On PC, this may be fixed by using the command set MS06.SlaversDead TO 99.00.
  • Xbox 360Xbox 360 When Hamlin's group leaves the Temple, Simone Cameron may spontaneously decide to turn around and head back to the Temple and remain there indefinitely.
  • Playstation 3Playstation 3 While attacking the Temple of Union, Charon may turn hostile toward the Slavers.
  • Xbox 360Xbox 360 Occasionally, Hamlin will appear out in the Wasteland and be killed by Enclave soldiers.
  • PCPC Playstation 3Playstation 3 The Slavers may become hostile and attack the player if they move forward at all after being told by the Slavers to avoid walking on the steps, regardless of whether or not they were anywhere near the stairs.
  • PCPC Playstation 3Playstation 3 After Hamlin and the slaves arrive in the Mall Northwest station, they may wander off in a random direction. Talking to them only gives normal dialogue options, as if you were still at the Temple of the Union.
  • PCPC Playstation 3Playstation 3 It may be impossible to start the quest by talking to Hamlin. However, it will still activate if the Slavers are turned hostile.
