...because there's no first-class polymorphism. Hell, there's not even business class. This is how it works:
First class = a compartment on a Superliner = impredicative: quantifiers can appear anywhere, instances can include quantifiers
Business class = a seat with legroom = quantifiers can appear anywhere, instances cannot have quantifiers
Coach = a seat with no legroom = prenex: quantifiers are all on the outside, and instances cannot have quantifiers
The Pennsylvanian does not fit into this scheme (lol scheme), because its business class has the same legroom as coach; there, you're paying more so you can get 1-2 seating, the smell of stale coffee, and the inability to lie down across two seats.
