Is there an effective liberal-friendly way to improve a city which is broke and crime ridden? I am actually looking for cites of success rather than theory or instances where it should have worked but for some small detail.
In particular I have been looking for examples of mayors who improved their city's reputation for safety and fiscal well being but I haven't found many positive examples. Giuliani's effect on NYC is notable, but the tough on crime police tactics ended up lots of claims of civil rights abuses, and I have heard that his solution for homelessness and poverty was "to give everyone a one-way ticket to Albany".
LA's Mayor Bradley was incredibly popular, but I don't know enough about what LA's trajectory was commercially and crime-wise was before and after his tenure. Also there was that whole police brutality issue brought to light by the Rodney King beating as well as the riots. The 80's were known for gang wars and the War on Drugs, the long lasting effects of which are currently plaguing us weren't existent when he came to office.
