      IV. With the approval of the division commander, the premises at Lingayen known as the Carcel Publica de Pangasinan, are designated as a military prison, to which duly sentenced prisoners belonging to the department, either military or civil, will be sent, in pursuance of such specific orders as may issue from these headquarters in each case.
