Regarding topic ban of a user

Hi, it is regarding this edit by this user. Aren't they topic-banned from " South Asian social groups explicitly including castes". Henry Earl

Hi Callanecc! hope you are doing well. I believe that Henry Earl, which you salted after a 2014 DRV, is now eligible for an article. During the AFD, the main argument for deletion was that an article about a man famous for being arrested over 1,000 times was an inherent BLP violation. Earl died in May 2024, so BLP is no longer an applicable argument. I also believe we have a clear GNG pass:
