EBCO new Annual Report on Conscientious Objection in Europe 2025

This year’s EBCO Annual Report on Conscientious Objection to Military Service in Europe is published in a context marked not only by the continued acceleration of militarisation across the continent and beyond, but also persistent and widespread violations of international and human rights because of wars.

Increased defence spending, the normalisation of rearmament policies, and the consolidation of security-driven political narratives are progressively narrowing the space for the exercise and protection of fundamental rights, including the right to conscientious objection. At the same time, ongoing armed conflicts and geopolitical tensions are intensifying pressures on individuals who refuse to bear arms, exposing them to prosecution, discrimination, and repression.

On November 6, EBCO took part in a roundtable in Brussels on conscientious objection, organised within Pressenza's international meeting in collaboration with Agir pour la Paix. 

EBCO new Annual Report on Conscientious Objection in Europe 2024: A Call to Safeguard the Right to Refuse to Kill and Resist Wars

EBCO’s 2024 Annual Report on Conscientious Objection to Military Service in Europe is released at a time of escalating global militarisation. From the revival of conscription in Europe to the devastating impacts of ongoing wars, the protection and empowerment of conscientious objectors is more urgent than ever.

This year’s report documents persistent violations of conscientious objectors' rights - particularly in Russia, Ukraine, Belarus, Türkiye, Cyprus and Greece - and emerging threats to the right to conscientious objection under the Council of Europe framework. Notably, EBCO and its partners took legal action through a collective complaint to the European Committee of Social Rights regarding Greece, reflecting a broader push to enforce protections under the European Social Charter.
