I've realised that one of the things that stops Torchwood being really good is that it is so badly managed. Yes! Never mind sexual tension and gadgets and plots: what it needs to make it great is better management.
Recruitment and retention policies are a total mess. The staff they do have don't act as a team: they're a bunch of talented individuals who don't work together terribly effectively. Staff development is patchy and inappropriate. Disciplinary procedures are inconsistent and far from constructive. There's no accurate central inventory of stock. Security policies are manifestly inadequate. And, most obviously and fundamentally, they always act responsively, never pro-actively: they're forever dealing with fire-fighting emergencies rather than addressing a strategic plan. They do have a mission, but their day-to-day activities aren't really furthering it.
All of these problems are classic management issues and could be resolved by introducing a competent manager. Ideally someone with a public sector management background, a wide general interest, and perhaps a strong techie/science background too.
