Write a function to calculate the sum of all numbers below a given number 'n' that are multiples of 3 or 5. For instance, if the input is 10, the numbers that are multiples of 3 or 5 below 10 are 3, 5, 6, and 9. The function should return the sum of these numbers, which is 23.
