I kind of play my vestige as an enthusiastic golden retriever who is up for pretty much anything and now I'm wondering if my vestige annoyed him instead by not getting pissed off or annoyed at his antics at all. On the other hand, my vestige has to be a bit nuts to be so unbothered and go with the flow as much as they do so perhaps that evens it out.
Either he wins by pissing you off or he wins by making you act so crazy you’re basically engaging in Sheogorath worship yourself. Same situation as the Mages Guild questline where he either wasted your time and annoyed Shalidor, or got Valaste and made Shalidor watch you fall for the allure of the Folium the same way he did.

I believe a good way of understanding ESO Sheogorath is that he plays this caricature of a cartoon crazy person because mortals find it annoying, and he finds that annoyance amusing. Daedric Princes love toying with mortals because they consider them lesser. Sometimes it’s sadistic, sometimes it’s cruel, sometimes it’s just annoying.
It’s hardly a new thing. From Morrowind:
“I’ve returned to the Shrine of Sheogorath, and the Daedra Prince spoke with me again. He seemed pleased that I had completed my quest…not because he wanted the bull netch dead, but he enjoyed seeing me struggle to do it.”
He likes pissing people off with his unseriousness.

- Ember. Is stealing your credit card to pay for them. Canonically does steal the Vestige's wallet
- Azandar. Very easily falls into addiction, but thinks he's too smart for that (he is not)
- Zerith, but in a "these people haven't been exposed to old world diseases yet" way. He doesn't have the immune system to resist
- Tanlorin. Morally against it but oo shiny...
- Bastian. Partakes but places hard limits on spending, like buying a weekly lottery ticket
- Isobel. Should be immune but does get lured by shinies and sweets. She can actually drop it whenever she wants and doesn't want much
- Mirri. Her treasure hunting family history makes her pretty immune herself, seeing the consequences firsthand and judges others for it
- Sharp. Utterly immune. Built different. Got a radiant apex in a free crown crate once, told everyone skill issue, and refuses to use it in game because it's too flashy.
