I'm new, and have a problem with Windows XP

So I want to format my hard drive. I'm running winXP PRO,
I can handle the formating, but I can't seem to make a boot up disk. I've also tried to get it to boot from the CDrom but that doesn't work either. any suggestions? I just need to know what to do about the CDrom support when I go to reinstall.
