I deleted this image for only having a "wikipedia use" permission. Images uploaded here must be free for anyone, for any purpose, including commercial use and derivative work. See Commons:Licensing for more information. If you do have permission for a free license, and the copyright holder is aware that this includes commercial use and derivative work, you can forward the permission to permissions-commons@wikimedia.org. You can forward the permission to info-el@wikipedia.org. There are some Greek sitting there :) Meanwhile, I have undeleted the image. Here's how:
1) If you're using the UploadWizard, you can add categories to each file when you describe it. Just click "more options" for the file and add the categories which make sense:
2) You can also pick the file from your list of uploads, edit the file description page, and manually add the category code at the end of the page.

For example, if you are uploading a diagram showing the orbits of comets, you add the following code:
When picking categories, try to choose a specific category ("Astronomical diagrams") over a generic one ("Illustrations").

Wikimedia Commons is happy to announce that the second round of the 2013 Picture of the Year competition is now open. This year will be the eighth edition of the annual Wikimedia Commons photo competition, which recognizes exceptional contributions by users on Wikimedia Commons. Wikimedia users are invited to vote for their favorite images featured on Commons during the last year (2013) to produce a single Picture of the Year.
Hundreds of images that have been rated Featured Pictures by the international Wikimedia Commons community in the past year were entered in this competition. These images include professional animal and plant shots, breathtaking panoramas and skylines, restorations of historical images, photographs portraying the world's best architecture, impressive human portraits, and so much more.
There are two total rounds of voting. In the first round, you voted for as many images as you liked. The top 30 overall and the most popular image in each category have continued to the final. In the final round, you may vote for just one image to become the Picture of the Year.
The 2013 Picture of the Year competition has ended and we are pleased to announce the results:
We shattered participation records this year — more people voted in Picture of the Year 2013 than ever before. In both rounds, 4070 different people voted for their favorite images. Additionally, there were more image candidates (featured pictures) in the contest than ever before (962 images total).
In the first round, 2852 people voted for all 962 files
In the second round, 2919 people voted for the 50 finalists (the top 30 overall and top 2 in each category)

Read the Commons:File renaming site, especially the section Which files should not be renamed?, please. There is told for Criterion #4: Just because images share a category does not mean that they are part of a set. There are two scenarios that this criterion is designed for: 1) for templates and 2) for sister project, especially wikisources. Other cases should be declined.
Besides of it: each new user tries to perform a new, his own system of harmonization for USRR coins. And their rule is: >>My system is "better" only because it is "mine"<<, I'm afraid :(

That's no mine. I would not like translate the files to my native language (Armenian), I would like to find standard for the articles by theme for all wikies (English, Russian, Ukrainian, and new created Armenian and Greek). I only upload a good quality image ang correct ашду вescription. I am not a vandal, all numizmat-moderators of Russian and Armenian wikies known me as competent editor.
P.S. And sorry for my English, I must say the think in Russian if you can understand. Вместо того, чтоб загружать в Викисклад более хорошие изображения с новыми именами (речь именно о монетах), которые смогли бы сделать каталог на Армянской википедии лучше, чем в других, я стараюсь поработать уже на существующих страниц файлов, просто дла стольких файлов одного формата есть такое дикое разнообразие названий, что становиться как "на восточном базаре на ограниченной территории". @Vahe: we don't like to rename files for poor reasons, because it is not a safe operation. We have a bug on Commons --- some files had disappeared after renaming... Each time I'm renaming a file, -- I'm afraid if it will be succesful. Renaming files is not safe for them. It is easy when rename is managed by the original uploader => he has this file on his computer. But when somebody wants to rename only because "it looks better" => it is not good. And what can I tell to an original uploader when he will ask me, why I had renamed it? and why I had lost it?
Our browser searches both: in names -- and in descriptions of the files, so it is not necessary to rename files. It is enough to write what you want in the description. Shortcuts are also not welcome - people do not write into a browser "Vahe's shortcuts", but usual words... Wieralee (talk) 20:35, 9 January 2017 (UTC)Reply
@Wieralee: I understood the first part of the answer․ But I do not agree about the last sentence. I did this not guided, it is not important for me to get around to know about my uploads. There is a caveat. None of the uploaders is not the author of this picture. All rights belong to the State Bank of the USSR and the assignee of the Bank of Russia. Nobody will not ask you why you had lost the image. Anyway, I will begin to upload images as new files, to avoid conflict. With the periods missing, the file appears out of order in the gallery. If I can with help make the renaming comply with renaming guidelines, I would be appreciative. I believe that the new name was improved, not because of the language, but because of the removal of repetitions. You are free to disagree, but as far as I am concerned, I know that I did not approve the renaming "only because the filename was not English". I would like an explanation on why you declined the rename request for File:Raja Ravi Varma, Reclining Woman.jpg. The commons renaming guidelines say that anything specific that is incorrectly named can be renamed. They literally gave the example about the Mona Lisa being renamed from Louvre 12, because it was incorrectly named for a specific painting, and this was the exact same situation. I am not sure if you are aware, but paintings have specific names (i.e they are not to be named by descriptors). I had given a link to a book which had shown the same painting with a caption giving the renamed title I had requested; in case you needed proof. I apologize if I sound condescending but this was a mistake, and it would be awesome if you could look at it again. Would you have happened to archive the facebook page that contains the permission anywhere? I was going through the license review queue and this one has been in there for quite some time. Hi Majora, I uploaded the photo following the request of the Facebook account holder, who at the time did not manage to understand how to upload images himself. I have forwarded his email to permissions-commons@wikimedia.org and I even have a reply from info-el@wikimedia.org . Apparently, the person from the permissions team failed to put up an OTRS ticket. IF you have access, look at the emails, this one is dated 28.10.2013 10:37 . Thank you focal point for your suggestion. All the designs are vectorised by and already two municipalities contacted me to thank me for the designs cause now they didn't have to pay someone to vectorize them. In Greece there are two main differences. First is that most of those designs are not official and thus nobody can claim real ownership of the design. The thing is that most of them use designs very simple or very old like the flag of Nafpactos which depicts a coin. Also there are many variations and in my designs I make a new "average" flag combining most features. The second thing is that in Greece there no law that makes Flags and insignias free to upload but that's because it's self-evident. Many of municipalities even have taken my designs from Wikipedia and put them into there websites or street signs because Wikipedia offered a standard for the designs. See for example the web site of the President of the Hellenic Republic which took the coat of arms from Wikipedia as did many ministries http://www.presidency.gr/proedria/ To sum up, it's unclear to who the flags belong to and no one ever had a problem with that, not even the officials who praised me for my offer and even used the flags in their websites and in real life. I went to Aegina saw that they used my flag design and I understood that because I had forgotten to add a small feature. When I contacted the one who printed the flag, he thanked me for giving him such a big gallery of flags. I believe that the only one who can claim ownership of the flags is me because I am the one who did the research and spent many hours trying to vectorize them. Thus,I believe they should stay as they are. A community discussion has been closed where the consensus was to grant all file movers the suppressredirect user right. This will allow file movers to not leave behind a redirect when moving files and instead automatically have the original file name deleted. Policy never requires you to suppress the redirect, suppression of redirects is entirely optional.
Possible acceptable uses of this ability:
To move recently uploaded files with an obvious error in the file name where that error would not be a reasonable redirect. For example: moving "Sheep in a tree.jpg" to "Squirrel in a tree.jpg" when the image does in fact depict a squirrel.
Please note, this ability should be used only in certain circumstances and only if you are absolutely sure that it is not going to break the display of the file on any project. Redirects should never be suppressed if the file is in use on any project. When in doubt, leave a redirect. If you forget to suppress the redirect in case of file name vandalism or you are not fully certain if the original file name is actually vandalism, leave a redirect and tag the redirect for speedy deletion per G2.
The malicious or reckless breaking of file links via the suppressredirect user right is considered an abuse of the file mover right and is grounds for immediate revocation of that right. This message serves as both a notice that you have this right and as an official warning. Questions regarding this right should be directed to administrators.

I also want to highlight what an incredible turnout we had. In the second round, we saw a massive jump in both the number of users voting and the total votes cast. We had exactly 13,979 votes cast by 3,509 users! To put that in perspective, last year we had 7,403 votes from 2,837 users. It is amazing to see that level of growth and community engagement.
Thank you to everyone who voted, helped organize, and generally made the contest such a huge success this year!
