Welcome to the Department of Administration

The Department of Administration (DOA) is responsible for many of the centralized functions of the City of Milwaukee. DOA works to make Milwaukee one of the nations most attractive cities in which to live, work and do business by:

  • Enhancing the ability of city agencies to provide high quality, valued services at a cost citizens can afford;
  • Developing and recommending policies that protect the city's fiscal foundation; and
  • Influencing state and federal policies that affect the city's ability to thrive.

American Rescue Plan 

The City of Milwaukee has been allocated approximately $394.2 million in direct ARPA assistance. It is the city’s goal to use the funds to enable the city and community to recover from the pandemic, address the needs of residents, families and neighborhoods hardest hit by the pandemic, and put our city on a path to a strong, inclusive and equitable recovery.

Budget Management

The Budget and Management Division serves as the City's executive budget office. Its responsibilities include development of the annual Executive Budget; implementation of the adopted budget; management analysis of City operations; and development and analysis of fiscal policy and legislative proposals

Charter School Review

The Charter School Review Committee was established to implement state legislation authorizing the operation of charter schools and serves as the review and monitoring arm of the Common Council of the City of Milwaukee. The CSRC’s mission is to ensure that the Common Council of Milwaukee is a quality authorizer of charter schools

Community Development Grants

CDBG is responsible for applying for, recommending the allocation of, and overseeing the effective use of Local, State and Federal funds for programs in targeted central city neighborhoods. Most of the funding is to assist lower income families and remove blight.

Environmental Sustainability

The Environmental Collaboration Office (ECO) strives to make Milwaukee a world-class eco-city. ECO develops practical solutions that improve people’s lives and the economy while working to protect and restore the natural eco-systems that are integral to our long-term prosperity.

Information and Technology Management

The City of Milwaukee uses information systems to add value to the community by delivering high-quality services at the lowest possible cost. Core services include: Policy and Administration, Applications and Development, Information Services, Enterprise Systems, Unified Call Center, and Network and Telecommunications. 

Innovation Office

The Innovation Office is focused on identifying and implementing opportunities to enhance public services, improve service efficiency, modernize operations, recover revenue, and ensure exceptional service delivery. Our office serves as a catalyst for positive change, leveraging data-driven insights, strategic partnerships, and diverse expertise to propel Milwaukee forward.

Intergovernmental Relations Division

IRD is responsible for identifying and developing relationships with other governmental jurisdictions in order to promote opportunities to solve intergovernmental issues to the city’s advantage. This includes seeking new and additional funding sources, and successfully promoting and managing the city’s legislative agenda. 

Office of African American Affairs

The City of Milwaukee created the Office of African American Affairs (OAAA) by City ordinance to promote equal opportunities for African American residents in areas including (but not limited to): employment, education, job training, housing, health care, voting rights, business ownership, and more. The OAAA houses multiple services and organizations.

Office of Early Childhood Initiatives

The Early Childhood Initiatives (OECI) opened with a vision to ensure every child has the building blocks for success in school and life. OECI works collaboratively to ensure that all Milwaukee children from birth to three years old have access and exposure to learning environments that promote social-emotional development, cognitive growth, and lifelong success. 

Purchasing Division

The Purchasing Division's mission is to acquire Commodities and Services for City Departments in the most cost-effective, efficient, and impartial manner within the appropriate guidelines. See Current Bid Opportunities

Title VI Compliance

Title VI of the Civil Rights Act of 1964 prohibits discrimination on the grounds of race, color, sex, age, disability, income level or Limited English Proficiency in programs and activities that receive federal financial assistance. Vision Zero

The City of Milwaukee has adopted The Vision Zero Action Plan, a roadmap to eliminating traffic deaths by 2037. The opinions and ideas of over 1,000 people helped shape the plan. Visit our webpage to read the full plan, get involved, attend a meeting, or sign up for notifications.
