Creation Myths & In vs. Out

Over the years of D&D and other RPGs I've developed a small obsession with the creation myths. For me it was never enough to know that a given deitific power granted x,y,z, and possibly q domains; I had to know where that deity came from, who/what came with them, and the like. In the end I think that the rest of my world(s) suffered as a result. And so focused on the creation I often neglected the finer points the faiths that followed those gods. Which brings me to "In vs. Out."

How do you create worlds? In fiction do you create a world first working in towards your main characters, or do you work out by creating your main characters and then the world as they come in to contact with it? I imagine in most cases that we all have in mind a protagonist or few starting out. On occasion we might envision a backdrop (War, Vacation, Shopping) or location that we wish to tell a story about, and our characters come from that. In anycase, when we create a whole world we have to either move in or out.

The same process applies to GMs; what do you do?

Ironically, now that I have setup this community I have much non-fiction stuff on my brain. Starting next semester I have to start seriously working on the foundation for my Senior Thesis.
