ADJUST LUXURY

I read through the Amenity Guide https://forums.civfanatics.com/threads/amenity-guide.602364/ which seems to imply, "no", you can't manually assign amenities from luxury resources to specific cities. My understanding is that each luxury resource can serve as an amenity for 4 cities; when you bring a new resource into your empire (either by developing it or trading for it with an AI player), the amenities it brings are assigned to the cities that need it most, behind the scenes.
With trade routes that could expire, or end due to warfare, it's easy for me to imagine that determining which cities are receiving amenities from a particular luxury (such as turtles or mercury) would be really hard in the base game. Perhaps someone here knows a mod that is clearer about displaying which cities are benefitting from which luxury resource.

Note: Unless a specific World Congress resolution is passed, most of the time having duplicate luxury resources in your empire does NOT mean extra amenities for your cities. Most of the time, strong players will trade away / sell their surplus luxuries for gold to the AI. I've had some success trading 1-for-1 a surplus luxury I have with an AI that has a surplus luxury that I lack.
