山洪
山洪(英語flash flood),暴雨驟集、山谿猝發之水也。其至也,不崇朝而及門;其行也,挾沙石以摧梁。古之載籍,或曰「山水暴出」,或曰「山水漲溢」,或曰「山水暴至」,皆謂是矣。[一][二]

雨之所積,率與時之乘也。率繫乎水汽之豐、升氣之疾、成雨之效;時繫乎雲陣之滯、前後之相躡。二者並臻,則一隅之雨傾於一隅,而洪由是興。[六]
地形助之:坡峻則流駛,谷狹則水聚,眾支驟合,其勢莫禦。[四]土性成之:野火所焚之地,久旱堅坼之壤,與夫城郭甃石塗墁之處,雨不能入,悉為地面之流,故火燼之餘尤易召洪。[五]亦有不雨而洪者,堤決壩潰,冰壅忽通,積水一瀉,其暴正同。[五]
人事又益之。伐林墾坡,則土失其固;震裂之巖,旱坼之壤,遇雨則崩。論甘肅舟曲之變者以為:久旱而地坼,汶川地震而巖傷,黃土覆於朽石之上,伐木而林薄,眾因相會,故泥流之鉅至於如彼。[七]
災變
纂靈帝建寧四年(一七一年)五月,河東地裂,雨雹,山水暴出,此見於正史之早者也。[一]
高宗永徽五年(六五四年)閏五月丁丑,夜大雨,山水漲溢,衝萬年宮之玄武門,宿衛皆散走。右領軍郎將薛仁貴登門大呼以警宮內,帝遽出乘高,俄而水入寢殿;漂溺衛士及麟游居人,死者三千餘人。[二][八]
自此以下,泰西近世之事,並用西曆。

一九七六年七月三十一日之夕,美科羅拉多大湯普森(Big Thompson)河上游,雷雨凝而不移,一時之間雨百九十公釐,數時之內幾三百公釐。[九]水自峽出,壞廬四百十八,毀肆五十二。[九]峽口測站,洪峰每秒三萬一千二百立方英尺,約當八百八十立方公尺,逾舊錄之最者四倍;死者百三十有九,失蹤者五。[一〇]

二〇〇四年八月十六日午後,英吉利康沃爾之波斯卡塞(Boscastle),雷雨駐於高原而不去。[一一]兩時之間,所降之雨十四億二千二百萬升;自午前十一時迄於薄暮,境內有逾二百公釐者。水深三公尺,貫村而下,車乘漂於海,居人與行旅並困。賴空援之力,全活者二百人,傷者八人而已,竟無一死。[一二]
二〇一〇年八月七日,中華人民共和國甘肅舟曲,山洪挾泥石而下,沒其縣治,死者千五百,失蹤者二百六十有五。[一三]

二〇二五年七月四日昧爽,美德克薩斯(Texas)之丘陵,瓜達盧佩(Guadalupe)河暴漲八公尺,廬舍車乘一時俱去。迄是月二十日,德克薩斯死者百三十有五,而克爾(Kerr)一郡居百有七。[一四]
測警
纂山洪之難測,以其域狹而時促也。[一五]美之為法,河川預報之中心頒山洪之指引,計某域幾時之雨可致洪;氣象諸臺參以雷達之測、雨量之報,而發警於民,其所以警者,曰候曰報,候以待其形,報以告其至。[三][一六]
世界氣象組織與美氣象之署、水文研究之所共建全球山洪指引之系,肇於二〇〇九年,至二〇二二年行於七十二國,被天下之民四成有奇。[一七]其成也,研而後用,垂二十年,所被之國逾六十,所庇之人幾三十億。[一五]
中國之制,二〇〇六年國務院準《全國山洪災害防治規劃》,以非工程之備為先;二〇一〇年遍施於千八百三十六縣,設測雨之站,立簡易之警,具避險之案。[一三]蓋自二〇〇四年至二〇一〇年,歲計水災之死,出於山洪者少不下七成,多至九成。[一三]
