If the MC is under-age, it is a crime in the majority of the world. Get the constabulary involved! 
If the MC isn't under-age, it is still a crime in a lot of the countries in the world. Get the constabulary involved!
If it is legal in the country of the story, it is still dereliction of duty, sabotage or/and foreign influence. Get the constabulary involved! Or do a congressional hearing.
