Targets foreign persons who directly engage in any effort by the International Criminal Court to investigate, arrest, detain, or prosecute a protected person without the consent of that person's country of nationality, as well as persons who materially support such efforts. Protected persons include US persons and citizens or residents of US allies that have not consented to ICC jurisdiction and are not party to the Rome Statute. Designated persons have their assets within US jurisdiction blocked, and designated individuals and their immediate family members are barred from entry into the United States.
