Flood & Water Resources
The Napa County Flood Control and Water Conservation District (District) is the local sponsor for the award-winning Napa River Flood Management Plan and administers water supply contracts, watershed management and stormwater management programs throughout Napa County. The District’s mission is the conservation and management of flood and storm waters to protect life and property; the maintenance of the County watershed using the highest level of environmentally sound practices; and to provide coordinated planning for water supply needs for the community.
Programs
Napa River and Creek Flood Project
The Napa River and Creek Flood will restore more than 900 acres of high-value tidal wetlands of the San Francisco Bay Estuary while protecting 2,700 homes, 350 businesses, and over 50 public properties from 100-year flood levels, a savings of $26 million annually in flood damage costs.
Watershed Management and Stream Maintenance
This involves maintenance of the Napa River and its tributaries which includes specialized watershed programs and services funded by local assessments as well as State and federal grants.
The District has updated the Stream Maintenance Program (SMP) Manual, which provides the organizational framework to oversee the District’s routine stream maintenance activities. The District has determined that the updated Napa County SMP could have a significant but mitigable effect on the environment and the District has adopted a mitigated negative declaration. Program documents, including the Initial Study/Mitigated Negative Declaration (IS-MND), which was updated to incorporate comments received from two state agencies, are available for review and download from the following links.

Stormwater Management
Napa County and the Cities of American Canyon, Napa, St. Helena, Calistoga and the Town of Yountville collectively administer the Napa County Stormwater Pollution Prevention Program.

- What does the Flood District do to prevent flooding?

The District undertakes preventative measures throughout the County to reduce the risk of flood damage to property and loss of life. This includes regular maintenance of stream channels in urban reaches of the County to maintain flow conveyance as well as the monitoring and operation of the Napa River Flood Protection Project during forecast high water events. Flood District staff monitors flood control facilities and the County stream and precipitation gage network during severe weather events to provide information to emergency personnel about flooding potential. In a flood event, City and County emergency services coordinate flood response activities and are the primary sources for flood related information and support.
- What can I do to be prepared for a flood?

The Napa County Office of Emergency Services as well as City of Napa both provide useful information on their websites about what you can do to be prepared for a flood. You may wish to review the City of Napa's Citizen's Guide to Flooding and Flood Recovery (PDF). In addition, the Flood Control District can help address certain flood hazards such as trees that have fallen into the stream channel. Report large downed trees and other significant flood hazards located in creeks and drainage channels to the Napa Flood Control District, (707) 259- 8600.
- Is my home in a flood zone?

Use the Napa County GIS public map viewer to search for your address or parcel. Federal Emergency Management Agency (FEMA) flood zones are represented as layers that can be toggled on and off. Remember that flooding also occurs in areas outside designated FEMA flood zones (for example roadway flooding) and conditions can change rapidly. Never attempt to drive through standing water on a road; the National Weather Service advises to "Turn Around, Don’t Drown".
- Where do I find information about current flooding, river and stream levels, and weather conditions?

Check the Napa City and Napa County websites for updates to see if there is an active flood advisory. For current precipitation, river and stream level monitoring data from a network of automated gage sites throughout Napa County visit the County's monitoring website.
