𝗨𝗹𝘀𝘁𝗲𝗿 𝗖𝗼𝘂𝗻𝘁𝘆 𝗜𝗻𝘃𝗲𝘀𝘁𝘀 𝗡𝗲𝗮𝗿𝗹𝘆 $𝟮𝟬𝟬𝗞 𝘁𝗼 𝗨𝗽𝗴𝗿𝗮𝗱𝗲 𝗛𝗲𝗮𝘁𝗶𝗻𝗴 𝗦𝘆𝘀𝘁𝗲𝗺𝘀 𝗶𝗻 𝗠𝗮𝗻𝘂𝗳𝗮𝗰𝘁𝘂𝗿𝗲𝗱 𝗛𝗼𝗺𝗲𝘀 Ulster County lawmakers have approved nearly $𝟮𝟬𝟬,𝟬𝟬𝟬 in funding to help low-income manufactured-home residents transition from fossil fuels—such as oil, kerosene, and propane—to more 𝗲𝗻𝗲𝗿𝗴𝘆-𝗲𝗳𝗳𝗶𝗰𝗶𝗲𝗻𝘁 𝗵𝗲𝗮𝘁𝗶𝗻𝗴 𝘀𝘆𝘀𝘁𝗲𝗺𝘀. The initiative includes: • $𝟭𝟵𝟰,𝟬𝟬𝟬 contract with the Ulster County Community Action Committee Inc., coordinated by the County Department of Environment. • Focus on replacing outdated systems with 𝗲𝗹𝗲𝗰𝘁𝗿𝗶𝗰-𝗽𝗼𝘄𝗲𝗿𝗲𝗱 𝗵𝗲𝗮𝘁 𝗽𝘂𝗺𝗽𝘀. • Additional $𝟱𝟬,𝟬𝟬𝟬 𝗽𝗿𝗶𝘃𝗮𝘁𝗲 𝗱𝗼𝗻𝗮𝘁𝗶𝗼𝗻 from the Bank of Greene County. While solar integration was discussed, officials noted logistical and structural challenges for manufactured homes—but it remains a possibility for future upgrades. The program builds on ongoing 𝘄𝗲𝗮𝘁𝗵𝗲𝗿𝗶𝘇𝗮𝘁𝗶𝗼𝗻 𝗲𝗳𝗳𝗼𝗿𝘁𝘀 and will advance to the full Legislature on 𝗔𝘂𝗴𝘂𝘀𝘁 𝟭𝟵, 𝟮𝟬𝟮𝟱. This is a step toward 𝗲𝗻𝗲𝗿𝗴𝘆 𝗲𝗾𝘂𝗶𝘁𝘆, reducing both utility costs and carbon emissions for some of the county’s most vulnerable residents. What if the headline was “Members of our community without homes find shelter where they can” instead of “Squatters make themselves at home in West End”? What if, instead of judgment, we approached stories like this with curiosity about how people ended up without safe shelter? Today, the Winnipeg Free Press shared a story about a West End home where several people had moved in without permission. The homeowner’s family found changed locks, removed security cameras, painted-over windows, and a fully lived-in space — from cooking to showering to redecorating. Police were called, arrests were made, and the property was left damaged and in need of repair. The article referred to these individuals as “squatters” — a term with legal roots but also a loaded label. In everyday conversation, it often reduces people to trespassers, erasing the complex realities that lead someone to take such a risk. It can shut down meaningful conversations about systemic causes like the lack of affordable housing, gaps in mental health and addictions supports, and the absence of safe shelter options. In my role working alongside unhoused individuals every day, I see the human side of these headlines. I also see the harm and violation homeowners feel in situations like this. Both are real. Both deserve acknowledgment. The truth is, in a country like Canada — one of the wealthiest in the world — no one should be forced to take shelter in unsafe, unstable, or unauthorized spaces. While recent investments in transitional housing and supports are encouraging, there still aren’t enough spaces for everyone who needs them. Getting people into safe, stable, appropriate housing takes time, resources, and sustained commitment.
